SUBJECT: Authorize the City Manager to enter into an agreement with Security Patrol
Management Corp. for Security Monitoring at the Library for a period of
three years with an option to renew for a maximum of three (3) one (1) year
terms.
Recommendation: Approve
SUMMARY
Staff is recommending the City Council authorize the City Manager to enter into an agreement
with Security Patrol Management Corp. for Security Monitor service for a period of three years
with an option to renew for a maximum of three (3) one (1) year periods thereafter. Sufficient
funds are available in the City's General Fund.
BACKGROUND
The Library is located within walking distance of one elementary school, two middle schools
and the high school. The large number of students using the facility in the afternoons and
evenings during the regular school session seriously impacts the Library. During the summer,
when many Arcadia students are attending summer school, and when the Library is full of
children participating in the summer reading programs, it is busy all day long. In order to
maintain an orderly atmosphere where quiet study is possible, the Library requires a security
monitor who will circulate throughout the building, encouraging patrons to conduct their
business in a manner that does not intrude on others.
Our current vendor, Security Patrol Management has been the successful contractor with the
Library since 2004. As the City's policies and procedures dictate, staff solicited competitive
quote requests from 29 prospective bidders on March 7, 2011. The proposals were due on
April 5, 2011 by 11:00 A.M. Three (3) proposals were received.
• Security Patrol Management (Inglewood, CA) $11.37 an hour.
• Barry's Security Service (Riverside, CA) $12.00 an hour.
• World Private Security (Northridge, CA) $15.00 an hour.
The lowest bidder was Security Patrol Management Corporation, located at 2930 W. Imperial
Hwy. Suite 508, Inglewood, California.
After reviewing the bids, staff recommends, with the approval of the Library Board, that the
Library continue security monitor service with Security Patrol Management Corporation.
FISCAL IMPACT
The cost of providing the services as described is approximately $2,000 a month. The cost will
vary because the guard is scheduled differently during the school year and the summer.
Sufficient funds are available from the City of Arcadia Budget for fiscal year 2011 -12. This cost
is at the same rate as for fiscal year 2010 -11.
RECOMMENDATION
Authorize the City Manager to enter into an agreement with Security Patrol Management Corp.
for Security Monitoring at the Library for a period of three years with an option to renew for a
maximum of three (3) one (1) year terms.
