FOR THE RENOVATION OF THE SNACK BAR AND RESTROOMS AT THE CIVIC CENTER ATHLETIC FIELD AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS Recommendation: Approve SUMMARY The 2010 -11 Capital Improvement Plan (CIP) includes a project to replace the existing natural turf with a new synthetic turf at the Civic Center Athletic Field. At the July 20, 2010 Study Session, the City Council directed staff to proceed with the renovation of the snack bar and restrooms adjacent to the athletic field. On January 18, 2011, the City Council awarded a contract to Vargas Olson, Inc. in the amount of $79,533 for the renovation of the snack bar and restrooms at the Civic Center Athletic Field. The terms and conditions of this project have been complied with and the work has been performed to staff's satisfaction for a total project cost of $85,356. This amount reflects the original contract amount of $79,533 plus contract change orders for additional work totaling $5,823 or 7.40% of the original price. DISCUSSION In 2007, the City Council approved the Parks and Recreation Master Plan. The Plan evaluated the current condition and usage levels of City parks and fields and identified the Civic Center Athletic Field as a priority field that needed renovation to increase usage and availability. At the July 20, 2010 Study Session, the City Council approved staff's recommendation and directed staff to proceed with going out to bid for the renovation of the snack bar and restrooms adjacent to the athletic field. Page 1 of 3 Mayor and City Council May 3, 2011 The snack bar /restroom building is over 20 years old with limited space for patrons to use the restrooms. For instance, the restrooms can only accommodate one person at a time while others wait in line outside the building. Although the existing restrooms comply with the American Disabilities Act (ADA) requirement the clearance in the restrooms is minimal which makes it difficult in turning a wheel chair. Finally, the maintenance of the new synthetic turf field requires a no -food policy; hence, the existing snack bar in the building needed to be removed and in turn the space will be utilized to expand the restrooms and add a storage area. As part of the design and development of construction plans for this project Public Works Services staff re- designed the interior space of the building with a floor plan that allowed expansion to the existing restrooms. Each existing restroom had only one commode, one sink, and one paper towel dispenser. The re- design included three (3) commodes or urinals with one (1) ADA stall, two (2) sinks, and two (2) electric hand dryers. In addition, the existing women's restroom was located on the south side of the building which was isolated from the main building and posed a safety issue. To address this concern, the re- design allowed easy access to the entrance for the restrooms just off the playing field in clear view of parents and spectators. The removal of the snack bar allowed the area to be used as storage for soccer equipment and for the artificial turf grooming equipment. The roof was replaced and the interior and exterior of the building was painted. The final construction cost of the project is $85,356. This amount reflects the original contract amount of $79,533 plus contract change orders for additional work totaling $5,823 or 7.40% of the original contract price. A summary of the additional work performed in the change orders is as follows: Change Description of Work Amount Order 1 Additional electrical work to allow for installation of $ 530.00 Dyson hand dryers. 2 Supply and install additional wall tile at wainscot areas $1,194.00 on both restrooms. 3 Supply and painting of restrooms and janitor closet $1,273.00 floors. 4. Install additional chain Zink gate for storage area. $ 426.00 Fabricate and install two (2) corrugated steel doors with 5. welded hinges and latched hardware for trash $2,400.00 enclosure. Total Change Order $5,823.00 Page 2 of 3 Mayor and City Council May 3, 2011 All terms and conditions of this contract have been complied with and the work has been performed to staffs satisfaction. Staff recommends that the City Council accept all work performed by Vargas Olson Inc. as complete and authorize the final payment to be made in accordance with contract documents, subject to retention of $8,535.60. FISCAL IMPACT: Sufficient funds for this project are included in the 2010 -11 CIP program for the replacement of the natural turf field at the Civic Center Athletic Field. The funding consists of $750,000 from the Park Impact Fees Fund, $389,661 from Prop. 40 Grants and $360,339 from the Capitol Outlay Fund. Most recently the City of Arcadia received additional funding through the Upper San Gabriel Valley Municipal Water District Turf Removal Grant Program in the amount of $88,514. RECOMMENDATION 1. Accept all work performed by Vargas Olson Inc. for the renovation of snack bar and restrooms at the Civic Center Athletic Field in the amount of $85,356. 2.
