HomeMy WebLinkAboutItem 2i: Reject Bids for Lead Paint Abatement and Painting of Sierra Madre Bridge and Re-bid Contract OF A xivoR wily kr lu•a iarnN `'ft A y S, IfOI %%th ay' STAFF REPORT Public Works Services Department DATE: May 3, 2011 TO: Mayor and City Council FROM: Tom Tait, Public Works Services Director Prepared by: Ken Herman, Assistant Public Works Services Director Mark Rynkiewicz, Associate Civil Engineer SUBJECT: REJECT THE BIDS FOR THE LEAD PAINT ABATEMENT AND PAINTING OF THE SIERRA MADRE BOULEVARD BRIDGE AND DIRECT STAFF TO RE -BID THE CONTRACT Recommendation: Approve SUMMARY Every two (2) years the County of Los Angeles inspects bridges which included the inspection of the Sierra Madre Bridge located over the Sierra Madre wash. The County's inspection determined that the bridge needs to be re- painted because of rust. Staff conducted a formal bidding process and the City Clerk opened sealed bids on April 12, 2011. However, after reviewing the bids staff noticed a discrepancy in the bids. This discrepancy was due to a certification requirement that was inadvertently included in the bid specifications which caused an irregularity in bids received. Therefore, staff recommends that the City Council reject all bids for the lead paint abatement and painting of Sierra Madre Boulevard Bridge over Sierra Madre Wash and direct staff to re -bid the project. DISCUSSION In 2009 the Los Angeles County Department of Public Works inspected the bridge on Sierra Madre Boulevard over Sierra Madre Wash as part of their routine bridge inspection program that they offer to Cities. The Sierra Madre Boulevard Bridge was classified in good condition overall; however, the inspection noted that the exposed steel girders showed freckled rust over the entire length of the steel girders. Steal that is exposed needs protection from corrosion to prevent the steel from rusting and becoming brittle. This is prevented by repainting the steel. Additionally, the County personnel indicated that the bridge has lead -based paint and its removal will require lead abatement. Page 1 of 3 Mayor and City Council May 3, 2011 The bridge was constructed in 1953 and there is no record of the bridge ever being re- painted. While the condition of the bridge is currently good, corrosion is evident on the steel girders and it is apparent that the original paint no longer acts to protect the steel from corrosion. In addition, corrosion of the steel starts slowly but will increase more rapidly over time and the effects will be irreversible. Therefore, it is prudent to immediately address the maintenance of the steel girders in order to protect the structural integrity of the bridge. Notice of inviting bids was published in the adjudicated paper, and bid packages were distributed to area contractors. Pianna Construction Painting Granada Hills, CA $220,000 No In reviewing the bid documents received, staff discovered that a majority of the bids received were non - responsive since the contractor failed to posses the certification that was inadvertently included in the bid specifications. Also as a result of this discrepancy, most of the bid amounts received, that had the certification were much higher than the budgeted amount for this project. Staff recommends that the City Council reject all bids and direct staff to re -bid the project. Consequently, staff will revise the bid specifications to eliminate the certification requirement. This revision will have no negative impact to the quality of work for this project since the bidders will still be required to provide ample experience with demonstrated competence and expertise to complete the work based on the project's bid specifications. Additionally, compliance will be ensured by an increased level of inspection by City staff. ENVIRONMENTAL ANALYSIS The bridge repaint project is considered a Class 1 exemption as defined in Section 15301(c) of the California Environmental Quality Act (CEQA) since the project consists of the maintenance of existing public streets and does not involve expansion of the existing use of the streets. Proper containment, paint removal practices, and disposal of hazardous materials have been specified and will be exercised during construction. Page 2 of 3 Mayor and City Council May 3, 2011 FISCAL IMPACT $82,000 was budgeted in the 2010 -11 Capital Improvement Budget for bridge repairs. RECOMMENDATIONS 1. Reject all bids for the lead paint abatement and re- painting of Sierra Madre Boulevard Bridge over Sierra Madre Wash 2.
