STAFF REPORT Fire Department DATE: May 3, 2011 TO: Mayor and City Council FROM: Tony L. Trabbie, Fire Chief i T. By: Rick D. Braun, Battalion Chief SUBJECT: APPROVE THE PURCHASE AND INSTALLATION OF INFRASTRUCTURAL ITEMS FOR THE COMPLETION OF THE FIRE STATION 105 PROJECT IN THE AMOUNT OF $18,850.00 Recommended Action: Approve SUMMARY Staff recommends City Council approval for the purchase and installation of items related to the infrastructural needs of Fire Station 105 and to bring closure to the Fire Station 105 project. The requested fund to complete the project will not exceed $18,850.00. BACKGROUND On July 8, 2008, the Administrative, Fire Prevention Bureau and Fire Suppression staff moved into Fire Station 105, located at 710 S. Santa Anita Avenue. This, new, 20,696 - square- foot, two -story structure became the Fire Department's headquarters station. After moving into Fire Station 105, a number of deficiencies were noted. Numerous un- funded items were purchased from the Fire Department's Fiscal Year 2008 -2009 and Fiscal Year 2009 -2010 operating budget and subsequently installed by Fire Department personnel. However, the Fire Department budget was unable to absorb the expenses of some of the higher -cost items, including dead zones in cellular phone coverage, completing the interior decor of Fire Station 105, repairing the sun shades on the exterior of Fire Station 105, and installing window blinds in the hallway of the administrative offices. DISCUSSION In October 2010, the City Manager authorized Fire Department staff to research a number of projects that needed to be addressed at Fire Station 105. Fire Department Mayor and City Council May 3, 2011 Page 2 of 2 staff submitted six (6) potential projects and ultimately recommended four (4) projects to the City Manager. The number one priority is to improve the cellular phone coverage in all administrative and Battalion Chief offices. All first floor offices, including the offices of the Fire Chief, Deputy Fire Chief, Senior Management Analyst, Fire Marshal, and Battalion Chief are dead zones for cellular coverage resulting in dropped and disconnected calls. To correct this issue, a Distributed Antenna System (DAS) will be installed to improve the wireless signals inside of the building and improve voice calls and data connectivity in all first floor offices. The second priority is to complete the interior decorations on the first floor of the station, especially the lobby area where a professional office appearance is vital because it is frequented by members of the public. The last two items of the project is to repair de- laminating sun shades on the exterior of the fire station and to install window blinds in the hallway of the administrative offices. FISCAL IMPACT Sufficient funds are available in the Fiscal Year 2010 -11 Capital Outlay Fund, as a result of a building contract resolution, to provide for the proposed projects totaling $18,850. RECOMMENDATION 1. Authorize the appropriation of $18,850 in the Fiscal Year 2010 -11 Capital Outlay Fund for the related infrastructure improvements. 2. Approve the purchase and installation of infrastructural items for the completion of the Fire Station 105 projects. APPROVED: 3)iFYYN "P— Don Penman, City Manager
