SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH
DOWNING CONSTRUCTION INC. FOR THE TRANSMISSION MAIN
EXTENSION PROJECT ON COLORADO STREET IN THE AMOUNT OF
$245,615
Recommendation: Approve
SUMMARY
The 2008 Water Master Plan Update identified the need to make improvements to the
City water distribution system to increase fire flow protection and reduce system
pressure losses. The transmission main extension project on Colorado Street was
approved in the 2010 -11 Capital Improvement Program. The project involves the
installation of a twelve inch (12 ") ductile iron pipe along Colorado Street from Altura
Road to Vaquero Road. The extension of the twelve inch (12 ") transmission main will
allow for an eight inch (8 ") tie -in to the existing water main at Monte Vista Road and
Catalpa Road.
Staff recommends that the City Council authorize the City Manager to execute a
contract with Downing Construction Inc. for the transmission main extension project on
Colorado Street, in the amount of $223,287 and issue a purchase order for the contract
amount plus 10% contingency, totaling $245,615.
DISCUSSION
Recommendations made in the 2008 Water Master Plan Update include identifying
areas in the City's water distribution system to reduce system pressure losses and
improve fire flow demands. One of the areas where these improvements can be made
is along Colorado Street between Baldwin Avenue and the west city limit. Adding a
section of pipe in this area will provide a more even distribution of water along the top of

the pressure zone and help to reduce system pressure losses by filling in a gap in the
distribution system.
The transmission main extension project on Colorado Street involves the installation of
a twelve inch (12') ductile iron pipe along Colorado Street from Altura Road to Vaquero
Road and make an eight inch (8 ") tie in to the existing distribution system on Monte
Vista Rd and Catalpa Road.
Notice inviting bids was published in the adjudicated paper and bid packages were
acquired by area contractors. The City Clerk publicly opened Seventeen (17) sealed
bids on April 26, 2011 with the following results:

Staff has reviewed the bid documents for content and investigated the Contractor's
background and recent projects for competency. Staff has concluded that Downing
Construction, Inc. is the lowest responsible bidder to perform the construction of this
project. Coincidently, Downing Construction was the low bid on the various water main
replacement project. In staff's opinion this will have no adverse affects on the
Contractor's performance. Therefore, staff recommends that the City Council award a
contract to Downing Construction, Inc. for the transmission main extension project on
Colorado Street in the amount of $223,287 and issue a purchase order for the contract
amount plus 10% contingency, totaling $245,615.

ENVIRONMENTAL ANALYSIS
This project consists of minor alteration of an existing public utility system with no
expansion of the system and therefore qualifies as a Class 1 categorical exemption per
15301 (b) of the California Environmental Quality Act.
FISCAL IMPACT
Funds in the amount of $320,000 have been budgeted as a part of the 2010 -11 Capital
Improvement Program for the Transmission Main Extension on Colorado Street Project.
RECOMMENDATIONS
1. Award a contract to Downing Construction Inc. for the Transmission Main
Extension on Colorado Street Project in the amount of $245,615.
2. Authorize the City Manager and City Clerk to execute a contract in a form
approved by the City Attorney.
3. Waive any informality in the bid or bidding process.
