SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH
DOWNING CONSTRUCTION, INC. FOR THE WATER MAIN
REPLACEMENT PROJECT IN THE AMOUNT OF $368,929
Recommendation: Approve
SUMMARY
The City of Arcadia's Water Main Replacement Program is designed to replace aged
and deteriorating water main pipes throughout the City's water distribution system. The
water main replacement project identified as a part of the 2010 -11 Capital Improvement
Program (CIP) includes the replacement of the water main, fire hydrants, and the
installation of additional fire hydrants on Santa Maria Road and Louise Avenue north of
Rodell Place. The replacement of the existing cast iron water mains with ductile iron
pipes will lessen the potential for future water main breaks and increase the fire flow in
the City's water distribution system.
Staff recommends that the City Council authorize the City Manager to execute a
contract with Downing Construction, Inc. for the 2010 -11 Water Main Replacement
Project, in the amount of $335,390 and issue a purchase order for the contract amount
plus 10% contingency, totaling $368,929.
DISCUSSION
The 6 -inch cast iron water mains along Santa Maria Road and Louise Avenue were
installed in the 1950's. Recently, City crews have frequently made emergency repairs
to the water mains at these locations due to the age and material of the pipe.
Cast iron material was a common pipe material due to its strength and corrosion
resistance; however it is brittle and susceptible to leaks therefore limiting its durability
and reliability. Regular pressure fluctuations combined with minor geological movement

and settlement can cause cracks that eventually result in catastrophic failure. Ductile
iron, which replaced cast -iron as the industry standard for water pipe, has the corrosion
resistance and strength characteristics of cast iron, but can tolerate more movement or
deflection without breaking.
The proposed project will replace the existing 6 -inch cast iron pipes with 8 -inch ductile
iron pipes, which will lessen the potential for future water main breaks and improve
water flow in the pipes, which will improve the overall reliability of the City's water
system in the event of a catastrophic event. The project will also replace under -sized
fire hydrants and install additional new fire hydrants to meet current fire protection
requirements
A Notice Inviting Bids was published in the adjudicated paper and bid packages were
acquired by area contractors. The City Clerk publicly opened sixteen (16) sealed bids
on April 26, 2011 with the following results:

Staff has reviewed the bid documents for content and investigated the contractors'
backgrounds and recent projects for competency. Staff has concluded that Downing
Construction, Inc. is the lowest responsible bidder to perform the construction of this
project. Staff recommends that the City Council award a contract to Downing
Construction, Inc. for the water Main Replacement Project in the amount of $335,390
and issue a purchase order for the contract amount plus 10% contingency, totaling
$368,929.

ENVIRONMENTAL ANALYSIS
This project consists of the replacement and minor alteration of an existing utility system
with no expansion of the system and therefore qualifies as a Class 2 categorical
exemption per 15302 (c) of the California Environmental Quality Act.
FISCAL IMPACT
Funds in the amount of $400,000 have been budgeted as a part of the 2010 -11 Capital
Improvement Program for the Water Main Replacement Project.
RECOMMENDATIONS
1. Award a Contract to Downing Construction, Inc. for the Water Main
Replacement in the amount of $368,929.
2. Authorize the City Manager and City Clerk to execute a contract in a form
approved by the City Attorney.
3. Waive any informality in the bid or bidding process.
