SUBJECT: REVISED CLASSIFICATION SPECIFICATIONS FOR LIFEGUARD/
SWIM INSTRUCTOR (PART- TIME), LIFEGUARD (PART- TIME), SWIM
INSTRUCTOR (PART -TIME) AND LOCKER ROOM ATTENDANT/
POOL CASHIER (PART- TIME).

SUMMARY
It is recommended that the City Council approve the revisions to the existing
classification specifications of Lifeguard /Swim Instructor (Part-Time) and Locker Room
Attendant/Pool Cashier (Part-Time) and the creation of two new job classifications:
Lifeguard (Part -Time) and Swim Instructor (Part- Time).
BACKGROUND
Periodically, classification specifications are revised to insure employees for the City are
meeting and performing duties accurately reflected in their job specifications. Staff is
recommending relatively minor adjustments to two existing classification specifications
presented in this report, Lifeguard /Swim Instructor (Part-Time) and Locker Room
Attendant/Pool Cashier (Part- Time). Additionally, staff is proposing the creation of two
new job classes: Lifeguard (Part-Time) and Swim Instructor (Part- Time).
DISCUSSION
Lifequard /Swim Instructor
This Lifeguard /Swim Instructor classification is a seasonal position that helps staff the
Summer Aquatics Program. A review of the classification specifications was recently
conducted and a few duties have changed over the years requiring revisions to the
existing job specifications. Additionally, the current classification specification requires
applicants to posses' licenses /certifications that reflect both classifications.

Occasionally this creates problems when the staffing need requires only Lifeguard
duties or Swim Instructor duties. Therefore, in an effort to provide more flexibility and
assist the department in their respective recruitment efforts, staff is proposing the
creation of two new class specifications, Lifeguard (Part-time) and Swim Instructor
(Part- Time). The salary for the proposed new classifications will be set at a lower range
than that of Lifeguard /Swim Instructor. Having separate classification specifications not
only provides the department with more flexibility, but also is more equitable to
employees performing both functions. By creating separate classifications for each
position, staff will have the option to hire candidates who may not posses all required
licenses /certifications for the current combined specification.
Staff is recommending the salary range for Lifeguard be set at Range PT6 ($8.91/hr to
$10.83/hr) and for Swim Instructor at Range PT8 ($9.82/hr to $11.94/hr). The rates will
be lower than the Lifeguard /Swim Instructor classification which is currently set at PT10
($10.83 /hr to $13.16/hr).
Locker Room Attendant /Pool Cashier
This Locker Room Attendant/Pool Cashier classification is a seasonal position that
helps staff the Summer Aquatics Program. A review of the classification specification
revealed that minor changes to the classification specification are necessary.
The classification specifications of Lifeguard /Swim Instructor (Part-Time) and Locker
Room Attendant/Pool Cashier (Part-Time) and the creation of two new job
classifications: Lifeguard (Part-Time) and Swim Instructor (Part-Time) were approved by
the Human Resources Commission on March 10, 2011. Staff is recommending these
changes now so the new classifications can be incorporated into the upcoming aquatics
program.
FISCAL IMPACT
There is no fiscal impact. These positions will be funded from the same temporary
account in the FY 2010 -11 and FY 2011 -12 Operating Budget which is currently
funding the hiring of summer aquatic staff.
RECOMMENDATION
It is recommended that the City Council:
Approve the attached classification specifications for Lifeguard /Swim Instructor
(Part -Time) and Locker Room Attendant/Pool Cashier and the new classification
specifications for Lifeguard (Part -Time) and Swim Instructor (Part- Time).
