HomeMy WebLinkAboutStaff Report - November 17, 1998 Qv roiwts9 STAFF REPORT e -- ADMINISTRATIVE SERVICES DEPARTMENT November 17, 1998 TO: Mayor and City Council FROM: James Dale,Administrative Services Director Prepared by: Carol Przybycien,Human Resources Manager c SUBJECT: Recommendation to Adopt Resolution No. 6085 Establishing Compensation and Related Benefits for Employees Represented by the California Teamsters for the for the Fiscal Year 1998-99 SUMMARY Resolution No. 6085 establishes terms of employment and compensation for City employees represented by the California Teamsters. Pursuant to the Meyers-Milias- Brown Act,the City has met and conferred in good faith concerning wages,benefits and working conditions with the California Teamsters. City Council ratification of the agreed upon Memorandum of Understanding(MOU) is required. DISCUSSION City staff and the labor negotiator representing the City Council have completed discussions with the negotiating committee of the California Teamsters. The Memorandum of Understanding presented for ratification reflects a continuation of past compensation of benefits and new items of agreement. Listed below is a summary of the substantive changes to the terms and conditions of employment. Other issues not presented below shall remain in full force and effect as set forth in the new Memorandum of Understanding. The proposed term of the contract is through June 30, 1999. The attached MOU was approved by the Teamsters on November 5, 1998. Compensation The City shall continue the current practice of paying the 7% employee contribution to the Public Employee's Retirement System. Each represented employee shall receive a one-time payment equal to 1.4% of annual gross salary less applicable deductions, as specified in the Resolution. The City will contract with PERS to provide for the option to permit employees to purchase service credit for military service. LASER IMAGED November 17, 1998 Recommendation to Adopt Resolution No. 6085 Page 2 Health, Dental and Life Insurance The City will participate in the Ca1PERS Health Program and contribute a maximum of $508 per month for full time employees and$254 per month for part time employees. FISCAL IMPACT Funding for the proposed one time compensation and current year health program charges is available in the medical reserve account, as previously approved by City Council in closed session. Ongoing costs of health program changes will be a general fund expense. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 6085 ratifying the proposed agreement with the California Teamsters and authorize the City Manager to execute the Memorandum of Understanding outlining the terms and conditions of settlement, and make the necessary budget adjustments to implement the contract.
