Rogers, Human Resources Manager r2 SUBJECT: RECOMMENDATION TO ADOPT RESOLUTION NO. 5928 ESTABLISHING COMPENSATION AND RELATED BENEFITS FOR TEAMSTERS REPRESENTED EMPLOYEES FOR FISCAL YEAR 1996- 97. SUMMARY Pursuant to the Meyers-Milias-Brown Act, the City has met and conferred in good faith concerning wages, benefits and working conditions with TEAMSTERS Local 911. City Council ratification of the agreed upon memorandum of understanding is required. DISCUSSION City staff and the labor negotiator representing the City Council have completed discussions with the negotiating committees of TEAMSTERS Local 911 General Employee and Confidential/Supervisory/Professional Employee Units. Listed below is a summary of the substantive changes to the terms and conditions of employment. Other issues not presented below shall be similar in nature to previous Fringe Benefit Resolutions for represented employees and shall remain in full force and effect as set forth in the new Memorandum of Understanding. The proposed term of the contract is: when ratified, through June 30, 1997. aSlary Each represented employee shall receive a one-time payment of$200.00, less applicable deductions. Retirement Contribution The City shall continue the current practice of paying TEAMSTERS represented employee's the 7% employee's contribution to the Public Employee's Retirement System. Compensatory Time Compensatory time in lieu of paid overtime may be accrued until an employee reaches a maximum accrual level of sixty (60) hours. Employees shall be paid overtime when they reach the maximum compensatory time accrual level. L A��D , tt t1 IMAGED e.4 . /2 C JULY 2, 1996 PAGE 2 Vacation Leave Maximum accrual levels shall be set at the amount accumulable in a sixty-five (65) pay period basis. Once an employee has reached this accrual level, no more vacation will be accrued. There is no change proposed in the rate of vacation accrual. Call-Back Employees required to report back to work on a call-out shall receive a minimum of two (2) hours pay, or the hours actually worked at the appropriate rate of pay, whichever is greater. Acting Pay When an employee is required in writing to work five (5) consecutive working days or longer in a higher classification, they shall receive acting pay of five percent above their current rate of pay or Step A of the higher classification, whichever is higher. Layoff Procedure Permanent employees may in lieu of layoff, voluntarily demote to the next lower classification that the employee previously held in the unit, provided their performance and tenure meet the established guidelines. Designated classifications may voluntarily transfer to another City department in the same or lower classification, provided they meet the established guidelines. Bulletin Boards Bulletin Boards shall be provided to Teamsters Local 911 at designated City locations. Maintenance of Membership This provision sets forth that employees who voluntarily join Teamsters Local 911 shall be required to maintain their membership in the union in good standing, subject however, to the right to resign from membership no sooner than May 1, or later than May 31, of the year the MOU expires. Ballot Measure. April 1998 A measure shall be placed on the Arcadia ballot for the general Municipal Election scheduled for April, 1998, to amend the City Charter, placing represented Teamster Library employees in the Classified service. Insurance Committee A committee will be convened to evaluate medical insurance provided by the Public Employee's Retirement System. .1 `err •► ' 4 JULY 2, 1996 PAGE 3 Complaints and Grievances Employees in the Unclassified service shall be able to pursue complaints and grievances through the Human Resources Manager. The Human Resources Manager's decision shall be final. Salary Protection If AFSCME or Non-Safety Management employees receive an across-the-board salary increase in contract year 1996-97, the Teamsters represented classifications shall receive the same salary increase. FISCAL IMPACT Sufficient funding is available for the proposed MOU provisions to be implemented in FY 1996-97. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 5928 ratifying the proposed agreements with the TEAMSTERS Local 911 General Employee and Confidential/Supervisory/Professional Employee Units; and direct staff to enter into memorandum of understanding outlining the terms and conditions of settlement, and make the necessary budget adjustments to implement the contract.
