SUBJECT: AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH SILVIA CONSTRUCTION, INC. IN THE AMOUNT OF
$1,301,091.48 FOR THE REHABILITATION OF SANTA ANITA AVENUE
FROM CAMINO REAL AVENUE TO LONGDEN AVENUE, DUARTE
ROAD TO CHRISTINA STREET, AND FROM FOOTHILL BOULEVARD
TO THE 210 FREEWAY AND AUTHORIZE A 10% CONTINGENCY
Recommendation: Approve
California Proposition 1 B, also known as the Highway Safety, Traffic Reduction, Air
Quality, and Port Security Bond Act of 2006, is aimed at improving safety conditions of
roads and bridges, as well as improving air quality and port security. The City of
Arcadia has received approximately $1,900,000 for road improvement projects through
the Proposition 1B program. In 2008, approximately $800,000 in Proposition 1B funds
was used for pavement rehabilitation on Santa Anita Avenue between Duarte Road and
Camino Real Avenue.
The balance of Proposition 1B funding was budgeted in the 2009/10 fiscal year Capital
Improvement Program for the rehabilitation of Santa Anita Avenue from Camino Real
Avenue to Longden Avenue, Duarte Road to Christina Street, and from Foothill
Boulevard to the 210 Freeway. Additionally, $463,000 of Proposition C funding was
included to cover the total cost of the project. Therefore, staff recommends that the City
Council award a contract in the amount of $1,301,091.48 to Silvia Construction, Inc., for
the Rehabilitation of Santa Anita Avenue from Camino Real Avenue to Longden
Avenue, Duarte Road to Christina Street, and from Foothill Boulevard to the 210
Freeway.

DISCUSSION
California Proposition 1 B, also known as the Highway Safety, Traffic Reduction, Air
Quality, and Port Security Bond Act of 2006 was approved by California voters in
November 2006. The Bond is aimed at improving safety conditions of roads and
bridges, as well as improving air quality and port security. A portion of this bond can be
used to improve roads within cities. Los Angeles County Proposition C tax is also a
revenue source used exclusively for transit related projects.
Roadway condition analysis as a part of the Pavement Management Program indicated
that there are two sections along Santa Anita Avenue rated as poor. They are between
Foothill Boulevard and the 210 Freeway and between Camino Real Avenue and
Longden Avenue. The roadway along these stretches is severely cracked, deformed
and prone to potholes and is in need of rehabilitation. This project is intended to
complete these two sections. The third segment included in the project is from Duarte
Road to Christina Street which was left out of a previous paving project until the Duarte
Road and Santa Anita Avenue intersection work was completed (see attached map).
Staff applied for the Proposition 1B funding through the State of California Department
of Finance. Proposition C revenues will be used to fund the balance of the project
above and beyond the Proposition 1B funds.
Notices inviting bids were published in the adjudicated paper and bid packages were
distributed to area contractors. The following eight (8) bids were received on
September 14, 2010:

Staff has reviewed the bid documents for content and has investigated the Contractor's
background and their recent projects for competency. It is staff's opinion that Silvia
Construction, Inc. can satisfactorily perform the work required and recommends that the
City Council award a contract in the amount of $1,301,091.48 to Silvia Construction, Inc.
for the Rehabilitation of Santa Anita Avenue from Camino Real Avenue to Longden
Avenue, Duarte Road to Christina Street and from Foothill Boulevard to the 210
Freeway.

FISCAL IMPACT
This project was budgeted in the 2009/10 fiscal
total budget of $1,460,000, with $997,000 in

RECOMMENDATION
It is recommended that the City Council authorize the City Manager to enter into a
contract with Silvia Construction, Inc. in the amount of $1,301,091.48, authorize a 10%
contingency and waive any abnormality in the bid or bidding process for the
Rehabilitation of Santa Anita Avenue from Camino Real Avenue to Longden Avenue,
Duarte Road to Christina Street and from Foothill Boulevard to the 210 Freeway.
