FOR OFFICIAL PARKING ENFORCEMENT SERVICES FOR FISCAL YEAR 2025-26 IN AN AMOUNT NOT TO EXCEED $268,960 CEQA: Not a Project Recommendation: Approve SUMMARY The City has a Professional Services Agreement with Inter-Con Security Systems, Inc. (“Inter-Con”) for official parking enforcement services, which expired on June 30, 2025. It is recommended that the City Council approve, authorize, and direct the City Manager to execute a Purchase Order and Amendment No. 3 to the Professional Services Agreement with Inter-Con for Fiscal Year 2025-26, in an amount not to exceed $268,960. BACKGROUND Inter-Con has been the City’s parking enforcement services provider since 2007. The company has been responsible for providing overnight parking, daytime street sweeping, and general parking enforcement throughout Arcadia. Inter-Con is a San Gabriel Valley based company with its headquarters located 7.6 miles from the City. The company has over 40 years of experience in providing customized security and parking enforcement solutions for federal, state and local governments. Inter-Con has had a good relationship with the Police Department PSA Extension for Parking Enforcement Services July 15, 2025 Page 2 of 3 and is the only local firm that provides parking enforcement services to the area. Other agencies that have contracted with Inter-Con for parking enforcement services include the Cities of Alhambra, Pasadena, South Pasadena, San Gabriel, La Verne, Glendora, and Covina. Cities utilize parking enforcement to enhance public safety, traffic flow, and assist with distributing limited parking resources to a variety of users. The Arcadia Municipal Code also prohibits parking on public streets between the hours of 2:30 a.m. and 5:30 a.m. These restrictions were enacted to increase safety and security, as well as enhance the City’s aesthetics. Over the past three years, the parking enforcement program generated $1.68 million in parking citation revenue. The FY 2024-25 program is projected to generate $600,000, which will cover the costs of parking enforcement services. DISCUSSION The City's current Agreement with Inter-Con began July 1, 2020, to June 30, 2023, with the option of three one-year renewals. Fiscal Year 2025-26 is the third and final extension of the Agreement. The proposed Amendment No. 3 totals $268,960 and represents a 3.2% increase from last year’s Agreement amount of $260,599. The increase in cost is based on the Consumer Price Index (“CPI”) that was released by the Bureau of Labor Statistics. Since Inter-Con has proven to be a reliable parking enforcement services provider and based on their consistent ability to meet the City’s requirements, it is recommended to maintain their services for Fiscal Year 2025-26, covering the period of July 1, 2025, to June 30, 2026. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), based on Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that it will have no impact on the environment. PSA Extension for Parking Enforcement Services July 15, 2025 Page 3 of 3 FISCAL IMPACT Sufficient funds in the amount of $268,960 have been approved and budgeted in the Police Department’s Fiscal Year 2025-26 General Fund Operating Budget for this service. RECOMMENDATION It is recommended that the City Council determine this action is not a project under the California Environmental Quality Act (“CEQA”); and approve, authorize and direct the City Manager to execute a Purchase Order and Amendment No. 3 to the Professional Services Agreement with Inter-Con Security Systems, Inc. for official parking enforcement services for Fiscal Year 2025-26 in an amount not to exceed $268,960. Attachment: Proposed Amendment No. 3 to the Professional Services Agreement 1 AMENDMENT NO. 3 TO THE PROFESSIONAL SERVICES AGREEMENT FOR PARKING ENFORCEMENT SERVICES WITH INTER-CON SECURITY SYSTEMS, INC. This Amendment No. 3 (“Amendment No. 3”) is hereby entered into on this ____ day of ______ 2025, by and between the City of Arcadia, a charter city organized under the Constitution and laws of the State of California, and Inter-Con Security Systems, Inc., a California Corporation, with respect to that certain Professional Services Agreement between the Parties dated July 16, 2020 (the “Agreement”). The Parties agree as follows: 1.Section 3.1.2 of the Agreement, the Term is amended by extending the term from July 1, 2025, through June 30, 2026 (the “Extended Term”). 2.Section 3.3.1 of the Agreement, the Compensation is amended for the Extended Term as referenced in the attached Exhibit “C”. 3.All of the remaining terms and provisions of the Agreement are hereby reaffirmed. Maurer Roy Nakamura City Attorney Chief of Police 3 Exhibit “C” COMPENSATION The Agreement is amended to provide that the total compensation for the extended term from July 1, 2025, through June 30, 2026, shall not exceed two hundred sixty-eight thousand, nine hundred sixty dollars and zero cents ($268,960), as referenced in the attached quote dated January 8, 2025. If, however, a contract is awarded to Inter-Con Security Systems, Inc. as a result of – or in connection with – the submission of this data, City of Arcadia shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit City of Arcadia’s right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in all sheets of this assessment. JANUARY 8, 2025 Inter-Con Security | Parking Enforcement Modification − 1 INTER-CON RATE MODIFICATION Inter-Con and the City of Arcadia will reach the end of contract Option Year 2 on June 30th, 2025. Our contract allows for the City to execute up to three (3) one-year options. In anticipation of the City’s execution of the third and final option year effective July 1, 2025, we propose new pay and bill rates that are based on the recent 3.20% CPI that was released by the Bureau of Labor Statistics. A 3.20% raise ensures that employees’ earnings power is not eroded by rising costs of living.
