FOR THE CITY FACILITIES EXTERIOR PAINTING PROJECT AS COMPLETE CEQA: Exempt Recommendation: Approve SUMMARY On May 7, 2024, the City Council approved a contract with Mackone Development, Inc. in the amount of $326,920.33, for the City Facilities Exterior Painting Project. The terms and conditions of this project have been complied with, and the work has been performed to the satisfaction of the Project Manager, for a total project cost of $326,920.33. It is recommended that the City Council accept all work performed by Mackone Development, Inc. as complete for the City Facilities Exterior Painting Project, and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $16,346.02. BACKGROUND The Public Works Services Department (“PWSD”) is responsible for the maintenance and repair of all City facilities. The exterior paint at City Hall, Arcadia Public Library, and Fire Station 105 had become discolored and required repainting. Exterior repainting not only improves the aesthetics of a facility, but it also provides additional protection from the environment and weather. Overall, repainting the exterior of each building was essential for both functional and aesthetic reasons, ensuring the longevity, attractiveness, and structural integrity of the buildings. In addition to the exterior painting at City Hall, the Library, and Fire Station 105, the interior wall at the Community Center ballroom required repainting. The wall in the Community Center Accept City Facilities Exterior Painting Project July 15, 2025 Page 2 of 3 ballroom experienced damage from chairs being repeatedly placed against the wall, resulting in the paint on the walls chipping and showing noticeable damage. DISCUSSION On May 7, 2024, the City Council approved a contract with Mackone Development, Inc. for the City Facilities Exterior Painting Project. As part of the project, all City Hall and Library exterior walls were repainted. Fire Station 105 also received a full exterior repainting, excluding the east wall facing the alley, where it was not required. The painting project also included spray and back roll work, a primer, and two coats of paint. The interior ballroom wall that was damaged at the Community Center received a complete repainting that included brush and roller work, a primer, and two coats of paint. The paint used at the facilities was color matched to the existing paint to preserve the facilities’ aesthetic. The repainting of the facilities provided aesthetic improvements and increased protection against weathering, helping preserve the wall materials. All terms and conditions of the contract have been complied with, and the work has been performed to the satisfaction of the Project Manager. Mackone Development, Inc. completed the work as defined in the project plans and specifications, in an efficient and timely manner. ENVIRONMENTAL ANALYSIS This Project is considered a Class 1 exemption as defined in Section 15301(a) “Existing Facilities” projects of the California Environmental Quality Act (“CEQA”), which exempts projects consisting of alterations and repairs to existing facilities, such as repainting. FISCAL IMPACT The total cost for the City Facilities Exterior Painting Project is $326,920.33. Funds in the amount of $300,000 were budgeted in the Fiscal Year 2023-24 Capital Improvement Program Budget for this work. A supplemental appropriation of $26,920.33 was requested from the Capital Outlay Fund for this Project, which was approved at the time the contract was awarded. Accept City Facilities Exterior Painting Project July 15, 2025 Page 3 of 3 RECOMMENDATION It is recommended that the City Council determine that this project is exempt under the California Environmental Quality Act (“CEQA”); and accept all work performed by Mackone Development, Inc. for the City Facilities Exterior Painting Project as complete and authorize the final payment to be made in accordance with the contract documents subject to the retention of $16,346.02.
