HUNTINGTON DRIVE ARCADIA, CALIFORNIA 91007 PHONE NUMBER (626) 574-5416 “UNREASONABLE HARDSHIP” DETERMINATION FOR COMMERCIAL ALTERATION PROJECTS When the total cost of an alteration, structural repair or an addition to an existing commercial or industrial building exceeds the valuation threshold of $203,611.00 (revised 01-2025) and the
City finds that full compliance with the State of California’s accessibility requirements are disproportionate (i.e., where the cost of install the accessibility features exceeds 20% of the cost of the project excluding the cost of the accessibility upgrades) and creates an “Unreasonable Hardship Exception, accessibility upgrades must still be made, but the minimum expenditure required for upgrading the accessibility features of the building are limited to 20% of the total
project construction cost excluding the cost of the upgrades. In choosing which accessible elements to provide, priority should be given to those features that serve the area of alteration, structural repair or addition that will provide the greatest access. In general, the accessibility upgrades should be addressed in the following order:
1. An accessible building entrance. 2. An accessible path of travel to the accessible entrance from the public sidewalk and the accessible parking space. 3. An accessible route of travel from the accessible building entrance to the area of
alteration, structural repair or addition. 4. At least one accessible restroom for each sex. 5. Accessible telephones, if provided. 6. Accessible drinking fountains, if provided.
7. Accessible parking.
8. Additional accessible elements. Should you wish to apply for an Unreasonable Hardship waiver, please complete and return the attached application.

This facility will be used as Children Daycare. It has an easy access from theR/W at the sidewalk and also a smooth path to the rear building, no changes inlevel that are significant. Plus there will be a new accessible VAN parking justnear the main facility entrance which is ADA compliant.

5. Other Considerations
A. Protection (Figure 8,9):All T.P.’s, especially when located near traffic or parking areas, shall be protected bynon-removable barrier posts, unless otherwise specified by the Department design engineer.Field evaluation shall be made by the Department ESR for each installation. Unless approvedby the Department ESR, walls may not be used in place of barrier posts. Refer to the figuresbelow for barrier post construction details. For barrier post layout, see pad drawings. Use330-C-1700 or 420-D-1700 or 520-C-2500 for concrete mix design for barrier post anchorand fill. See Underground Construction Standards Drawing 2-125 for equivalent strengthhand mix specification.
