HomeMy WebLinkAboutItem 08f - Purchase of Pickup Truck STAFF REPORT PUBLIC WORKS SERVICES DEPARTMENT DATE: November 4, 2025 TO: Honorable Mayor and City Council FROM: Paul Cranmer, Public Works Services Director By: Carlos Aguilar, General Services Superintendent SUBJECT: PURCHASE ORDER WITH SAGER FORD FOR THE PURCHASE OF ONE 2026 FORD F-350 SUPER DUTY PICKUP TRUCK IN THE AMOUNT OF $67,592.57 CEQA: Not a Project Recommendation: Approve SUMMARY The Fiscal Year 2025-26 Equipment Replacement Budget provides for the replacement of one heavy-duty pickup truck for the Police Department that meets the criteria outlined in the City’s Vehicle Replacement Program. To ensure that the City is receiving the most competitive price, a formal bid process was conducted; Sager Ford submitted the lowest responsive bid. It is recommended that the City Council approve a Purchase Order with Sager Ford for the purchase of one 2026 Ford F-350 Super Duty pickup truck, in the amount of $67,592.57. BACKGROUND The Fiscal Year 2025-26 Equipment Replacement Budget provides for the purchase of one heavy-duty pickup truck for the Police Department. The vehicle that will be replaced is a 2007 Ford F-350 Super Duty pickup truck with approximately 61,295 miles, which meets the age criteria of the City’s Vehicle Replacement Program. The vehicle is used by the Police Department to haul various equipment and tow trailers to incident sites during events, emergencies, and training exercises. Importantly, the vehicle needs to be robust enough to haul the City’s SWAT trailer. Purchase Order with Sager Ford November 4, 2025 Page 2 of 3 DISCUSSION A Notice Inviting Bids was published in accordance with City Council Resolution No. 7483, and bid packages were distributed to local vendors who provide this type of vehicle. On October 9, 2025, the City Clerk received three bids with the following results: Bidder Location Bid Amount Sager Ford St. Helena, CA $67,592.57 Envision Ford Lincoln of Duarte Duarte, CA $76,245.00 Colley Ford Glendora, CA $78,071.48 All bid documents were reviewed for content and the vendor’s background was investigated. Based on this review, it has been determined that Sager Ford is the lowest responsive bidder that meets the City’s required vehicle specifications. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), as it can be seen with certainty that it will have no impact on the environment. FISCAL IMPACT The total cost for the 2026 Ford F-350 Super Duty pickup truck is $67,592.57. The Fiscal Year 2025-26 Equipment Replacement Budget includes $83,400 for the purchase of this vehicle. The remaining funds will be used to install after-market equipment on the vehicle, such as radios and warning lights. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and approve a Purchase Order with Sager Ford for the purchase of one 2026 Ford F-350 Super Duty pickup truck, in the amount of $67,592.57.
