TUP 25-22 TO ALLOW THE 2026 PASADENA SHOWCASE HOUSE OF DESIGN EVENT FROM APRIL 19, 2026, TO MAY 17, 2026, AT 291 W. FOOTHILL BOULEVARD CEQA: Exempt Recommendation: Approve SUMMARY The Applicant, Cynthia Bengston, Benefit Co-chair for the Pasadena Showcase House for the Arts (“PSHA”), is requesting approval of Temporary Use Permit No. TUP 25-22 to host the 2026 Pasadena Showcase House of Design event at the residential property located at 291 W. Foothill Boulevard. The event is scheduled to take place from April 19, 2026, through May 17, 2026. This will be the third time the PSHA will showcase a house in Arcadia. Renovations to the property and set-up for the showcase event will take place from January through April 2026. The property will be returned to its original form by June 30, 2026. It is recommended that the City Council find that the event is Categorically Exempt from the California Environmental Quality Act (“CEQA”), under Section 15304(e), and approve Temporary Use Permit No. TUP 25-22 for the proposed 2026 Pasadena Showcase House of Design event, located at 291 W. Foothill Boulevard. Pasadena Showcase House of Design Event Temporary Use Permit No. 25-22 December 16, 2025 Page 2 of 19 BACKGROUND Each year, the PSHA, a non-profit organization, selects an estate of architectural significance either in Pasadena or within a nearby city for its annual fundraiser event, known as the Pasadena Showcase House of Design. The PSHA selects an estate based on several criteria to ensure a successful event. The estate must have strong architectural features, extensive grounds and gardens for strolling, space for shops and restaurants, and a house that will attract visitors. The estate must also have two staircases, a minimum of one flat acre of land, and preferably up to 10,000 square feet of living spaces. These criteria help ensure that the estate will have a setting that is practical for accommodating visitors. All proceeds generated from the home tours benefit music and art programs throughout the San Gabriel Valley and Southern California, including Arcadia programs. The event is also one of the oldest, largest, and most successful home and garden tours in the nation. Since 1948, the PSHA has donated over $27 million dollars to their cause – refer to page 1 and 2 of the Project Description Letter dated October 30, 2025, and the “Supporting the Arts” documents in Attachment No. 1, for more information on the PSHA’s charitable programs. The Baldwin Oak Estate was chosen as this year’s Pasadena Showcase house. The selected home is an 8,065 square foot, two-story, 1907 Shingle-style residence situated on a 1.93-acre lot at 291 W. Foothill Boulevard, within the Santa Anita Oaks Homeowners Association area. The property has a two-car garage, fruit orchard, pool, gazebo, and a pool house. The home is set back approximately 190 feet from the street and is set behind an expansive front landscaped area with many native mature oak trees, palm trees, camphor trees, bunya pine trees, a hedge screening the property, and a motor court, as shown in Figure No. 1 below. The residence was once associated with Clara Baldwin Stocker, the eldest daughter of California pioneer, Elias “Lucky” Baldwin. Lucky Baldwin, whose influence helped shape the development of Arcadia and the surrounding region, left Clara substantial wealth and a prominent social standing. Known for her elegant style and love of fine jewelry, Clara became a familiar figure in Southern California society. Her social events and public appearances frequently drew attention in the local press and contributed to her lasting presence in Arcadia’s history. The second Arcadia home featured was located at 1220 Rancho Road. Although it was selected for in-person tours, those were cancelled due to COVID-19 and replaced with a virtual presentation. Before that, the last Arcadia home to be showcased was at 995 Hampton Road, featured in both 2013 and 2000. Figure No. 2 below shows photos of the home scheduled for the 2026 showcase. Because the proposed event is expected to draw approximately 25,000-30,000 attendees (800-1,000 per day) over the course of the event and will be held consecutively for 28 days, the application is subject to City Council review and approval. Tickets for the event are tentatively scheduled to go on sale in January on the PSHA website. The Event will operate six days a week during the proposed dates of Sunday, April 19, 2026, through Sunday, May 17, 2026, with the following hours: • Tuesday – Sunday: 9:30 a.m. – 8:00 p.m. • Monday: Closed to the public Although the event is closed to the public on Mondays, cleaning of the facilities, servicing of the shop areas, deliveries, and media appointments will occur from 7:00 a.m. to 5:00 p.m. these days. Deliveries on days of the event will be scheduled between 7:00 a.m. and 9:00 a.m. All delivery, trash, and service vehicles will access the site via the existing circular driveway and be parked on site. Parking for the event will be provided at Santa Anita Park in lot C5, with access through Gate 3 at the intersection of Huntington Drive and Holly Avenue. Guest parking will not be allowed at the site. Event staff and guests will be transported to and from the property by 18-passenger shuttle vans. Up to four shuttles will be operating at any given time, traveling within approximately 15-to-20-minute intervals. Both parking and the shuttle service will be complimentary with a paid ticket for the event. The shuttle route will travel east on Huntington Drive and continue northeast on Santa Clara Street, north on Santa Anita Avenue, and then west on Foothill Boulevard. Access to the site will be through the easterly driveway entrance, where the existing driveway area will be temporarily widened to accommodate the turning motion of the shuttles on to the site from Foothill Boulevard. In its existing configuration, the driveway is not wide enough to accommodate shuttles turning onto the site, as right- turn access from Foothill Boulevard is obstructed by an existing stone pilaster and Pasadena Showcase House of Design Event Temporary Use Permit No. 25-22 December 16, 2025 Page 6 of 19 iron fence on each side. The widening of the driveway entry may include the temporary removal of the iron fencing and landscaping, including trees, and will require temporary asphalt or gravel for vehicles to drive over. Shuttles would make the trip back to Santa Anita Park by exiting the site through the westerly driveway, travel east on Foothill Boulevard, south on Baldwin Avenue, and east on Huntington Drive – refer to Exhibit 6 in Attachment No. 1 for the shuttle route. Visitors will be dropped off and picked up at the property’s circular driveway. No other drop-off locations will be permitted on site. The City’s Police Department will post and enforce “No Parking” signs within a 300-foot radius (or greater), as required by Condition of Approval No. 27. All drop-offs will be directed to the shuttle site at Santa Anita Park. Neighborhood parking permits will be issued to residents and their guests or service providers within the “No Parking” zone to ensure they can continue to park on the street during the event. Approximately 31 shops will be dispersed throughout the front yard and along the west side of the property under temporary tents (refer to letters “A–D” and “G–H” in Figure No. 3). Of the total gross sales generated by the shop vendors, 25% will be allocated to the PSHA fundraiser. Food and beverage service will also be available. A coffee cart and several bistro tables will be located near the shuttle drop-off area (refer to numbers 6 and 8 in Figure No. 3). A restaurant and dining area will be set up in the rear yard adjacent to the detached garage. In addition, a small pub/tavern area will be located under a tent on the west side yard of the property (refer to letter “F” in Figure No. 3). The pub will serve both alcoholic and non-alcoholic beverages, as well as uncooked food items such as sandwiches. Amplified background music will be played in the pub area. Twenty-one temporary portable restrooms will be placed in the southeast portion of the lot (refer to number 15 in Figure No. 3) and will be screened by existing trees and vegetation. During the event, a minimum of two security guards will be on site at all times, 24 hours a day, seven days a week. Pasadena Showcase House of Design Event Temporary Use Permit No. 25-22 December 16, 2025 Page 7 of 19 Figure No. 3 – Event Map The Applicant met with the Santa Anita Oaks Homeowners’ Association to present the approvals that will need to be reviewed by the Architectural Review Board (“ARB”), including proposed front-yard landscaping improvements. Informational flyers were also distributed to 98 neighboring properties, including those within a 300-foot radius of the site, and no comments were received following the distribution. N Pasadena Showcase House of Design Event Temporary Use Permit No. 25-22 December 16, 2025 Page 8 of 19 On October 10, 2025, the PSHA hosted a neighbors’ reception to gather feedback and address any concerns as part of the event planning process. Ten neighbors attended, and all expressed support for the event to the Applicant. Prior to the opening of the event, various construction and move-in items are planned, including tree trimming and yard clean-up, interior remodeling, furniture delivery, and temporary structure set-up. Set up will take place from Monday through Friday, 7:00 a.m. to 5:00 p.m., and on Saturday, 8:00 a.m. to 4:00 p.m., beginning in January and continuing up to the event. Some of the pre-events are: • January 23, 2026: Empty House Party for up to 500 guests • April 15, 2026: Punch and Lunch Tour • April 16, 2026: Social Media Influencer Breakfast and Special Media Members Lunch • April 17, 2026: Premiere Celebration for up to 400 guests The January 23, 2026, event will feature a live band performing amplified music inside the house, and all amplified sound will comply with applicable noise-level requirements. Designers and guests will park off site at Santa Anita Park and be transported to the property by shuttle. Starting the day after the final event date, the site will be restored to its original condition. Event staff will be on site Monday through Friday, 7:00 a.m. to 5:00 p.m., and Saturday, 8:00 a.m. to 4:00 p.m., during the move-out phase. All move-out work is expected to be completed by June 30, 2026. During the move-in and move-out phase, security will be present at all times. Delivery vehicles that are able to access the site via the existing driveway will be parked on site. Larger trucks will require a street Encroachment Permit to be parked on Foothill Boulevard. A lane of traffic would be closed in front of the site to allow for those larger trucks to be unloaded. An encroachment permit would allow parking on the street for up to three days at a time. The Applicant expects to utilize a Street Encroachment Permit up to four times throughout the event move-in and move-out phases; once in January for temporary power pole installation and in preparation of the Empty House Party, once in March for moving in furniture, once in April for moving in platforms and tents, and once in May for the moving of furniture and all other fixtures off the site. Pasadena Showcase House of Design Event Temporary Use Permit No. 25-22 December 16, 2025 Page 9 of 19 This event has been reviewed by the Fire Department, Police Department, Planning and Building Services, Engineering Services, and the Public Works Services Department. While specific safety requirements and conditions are included, no objections or concerns were raised by any of the departments regarding the issuance of the requested permit. It is recommended that the following Conditions of Approval be applied to this event: Planning 1. Ticket sales for the event shall be limited to a maximum of 1,000 people per day, and it shall be controlled by the online ticket sales system. 2. The approved home tour dates shall be limited to April 19, 2026, through May 17, 2026, and it shall be limited to the following hours: • Tuesday – Sunday: 9:30 a.m. – 8:00 p.m. • Monday: Closed to the public Any changes to the approved dates shall be subject to review and approval by the Deputy Development Services Director or their designee. Site preparation is allowed to commence on December 17, 2026, and restoration and event takedown shall be completed no later than June 30, 2026. 3. The approved pre-events shall be limited to the following: • January 23, 2026 (Empty House Party): 5:00 p.m. – 10:00 p.m. with a maximum of 500 guests • April 15, 2026 (Punch and Lunch Tour): 9:00 a.m. – 2:00 p.m. • April 16, 2026 (Social Media Influencer Breakfast): 10:00 a.m. – 1:00 p.m. • April 17, 2026 (Premiere Celebration): 5:00 p.m. – 6:00 p.m. with a maximum of 400 guests Any changes to the approved dates/times of the pre-events shall be subject to review and approval by the Deputy Development Services Director or their designee. The Applicant shall obtain a temporary alcoholic beverage license from the Department of Alcoholic Beverage Control and submit a copy of the license to the Planning Division prior to commencement of the event. Alcoholic beverages may only be sold and consumed within the designated event area. 5. All speakers and amplified sound shall be directed away from residential properties. The use of any sound amplifying equipment, including, but not limited to, public address (“PA”) systems, microphone, and speakers, shall comply with the City of Arcadia Municipal Code, Article IV, Chapter 6 - Noise Regulations. 6. A building permit is required for any improvements to the house and/or to any permanent structure(s). Any improvements to the grounds shall be subject to review and approval by the Deputy Development Services Director, or their designee. Any permanent exterior improvement to the house or the landscape areas shall be subject to approval by the Santa Anita Oaks Homeowners Association Architectural Review Board and the City’s Building Division. 7. Any permanent work that is proposed under the dripline of an Oak Tree(s), or any removal of a protected tree, including a major limb, shall comply with the process listed in the City’s tree ordinance and its process. 8. Any signs or banners to be posted on the subject property that will be visible from the public right-of-way shall be subject to review and approval by the Deputy Development Services Director or their designee. 9. Exterior lighting shall be directed away from adjacent properties and the public right-of-way and shall be reviewed and approved by the Deputy Development Services Director or their designee prior to the beginning of the event. 10. All staff, designers, and guests shall be shuttled to and from the property from Gate 3 of the Santa Anita Park parking lot. 11. The Applicant shall hold the event according to the approved layout. Any significant change to the layout shall require review and approval by the Deputy Development Services Director or their designee. The Applicant shall obtain a business license covering all vendors and any related independent contractors. A list of vendors and contractors, including Seller's Permit numbers, shall be provided to the Business License Office prior to the event. For sales tax purposes, all sales shall be reported to the California Department of Tax and Fee Administration as occurring within the City of Arcadia. Fire 13. A tent permit and inspection by the Arcadia Fire Marshal or their designee are required prior to the event. Commercial cooking is only allowed in flame- retardant tents. 14. Class K fire extinguishers shall be provided within 30 feet of any cooking appliances. Cooking in the garage is prohibited. 15. Egress lighting and emergency lighting shall be provided for all areas open to the public. An approved method of backup power shall be provided. 16. Illuminated exit signage shall be provided in the main house in areas open to the public. 17. Minimum 2A:10BC fire extinguishers shall be provided on both stories of the main house at approved locations. Building 18. All construction, renovation, improvements, disassembly, and move-out shall be limited to the City’s standard construction hours, which are from 7:00 a.m. to 6:00 p.m., Monday through Friday, from 8:00 a.m. to 5:00 p.m. on Saturdays, with no construction allowed on Sundays and Holidays. 19. A permit application and construction documents shall be submitted for each installation of a temporary structure. The construction documents shall include Pasadena Showcase House of Design Event Temporary Use Permit No. 25-22 December 16, 2025 Page 12 of 19 a site plan indicating the location of the temporary structure, structural fabrication plans, and information delineating the means of egress and the occupant load. Documents shall be prepared and approved with an original wet stamp and legible signature by a State of California Licensed Structural Engineer, Architect, or Civil Engineer. Where provided, tents shall be secured from displacement by wind of 95 mph per the manufacturer’s installation instructions. Temporary structures, stages and tents that cover an area greater than 120 square feet shall not be erected prior to obtaining a permit from the Building Official. 20. An electrical permit shall be required for all temporary generators and lighting, and all electrical work shall comply with the California Electrical Code. Electrical equipment on site shall be adequately barricaded to prevent unauthorized access to electrical connections and controls. Light towers and generators shall be equipped with a driven electrical ground rod and shall be inspected prior to the operation. All exterior receptacles shall be Ground Fault Circuit Interrupter (“GFCI”) protected, and extension cords shall be adequately protected from hazardous conditions. 21. The event shall provide accessible parking, paths of travel, and equivalent facilitation, in compliance with applicable accessibility standards. This includes providing portable (handicap-accessible) restrooms and lavatories, if such facilities are offered. A minimum of five percent (5%) of all event activities, including parking, restrooms, and seating, shall be ADA accessible and meet California accessibility requirements. 22. Any permanent landscape modifications exceeding a cumulative area of 2,500 square feet shall require submittal of landscape plans and issuance of permits, in accordance with the City’s Water Efficient Landscape Ordinance (“WELO”). All temporary landscaping or site alterations installed for the event shall be removed upon its conclusion, and the affected areas shall be restored to their original condition to the satisfaction of the City. 23. The swimming pool safety barrier shall be maintained in good condition at all times, and shall provide a minimum height of 60 inches. Any alterations or modifications to the barrier require prior approval from the Building Division. Pasadena Showcase House of Design Event Temporary Use Permit No. 25-22 December 16, 2025 Page 13 of 19 Engineering 24. The easterly driveway entry shall be temporarily widened to accommodate a right hand turn off Foothill Boulevard by shuttle, delivery, trash, and other service vehicles accessing the site. All shuttles and service vehicles must access the site via the easterly driveway. The driveway widening and turning radius onto the site must be completed to the satisfaction of the City Engineer. 25. A Street Encroachment Permit shall be obtained from the Engineering Division for all parking and unloading on Foothill Boulevard. A maximum of four Street Encroachment Permits shall be issued for the event for a maximum time period of three days each. 26. The Applicant shall provide notification to residents at least two weeks in advance before the “No Parking” signs are placed in the City’s right-of-way and provide proof to the City Engineer. The “No Parking” signs shall be maintained in the City’s right-of-way during the entirety of the Event. The signs shall not block fire hydrants or any driveway visibility areas per Arcadia Municipal Code Section 9283.8.9. Per the California Vehicle Code regulations, all posting must occur at least 24 hours prior to the start of the no parking period. The signs must indicate the dates and time the temporary “No Parking” is in effect. Police 27. The Applicant shall coordinate with the Arcadia Police Department regarding the designation and enforcement of the “No Parking” area in proximity to the event site. The Applicant shall also work with the Arcadia Police Department to obtain all required “No Parking” signage for posting within the designated zone, as well as parking passes for residents, their guests or service providers for use during the event. Public Works 28. The Applicant shall provide information detailing the plan for proper trash and recycling containment, separation, and disposal for the property based on population needs of the event, including the number of enclosures allotted for each container and/or dumpster, and the hauler pick-up plan. The event shall Pasadena Showcase House of Design Event Temporary Use Permit No. 25-22 December 16, 2025 Page 14 of 19 provide an adequate number of trash receptacles throughout the facility to maintain cleanliness. 29. The Applicant shall properly dispose of all fats, oils, and greases generated from food prepared on site. A disposal plan shall be submitted to the Public Works Services Department for review and approval prior to the event. General Conditions 30. Noncompliance with the plans, provisions, or Conditions of Approval for TUP 25- 22 shall be grounds for immediate suspension or revocation of any approvals, which could result in the closing and/or cancellation of the event. 31. All City requirements regarding disabled access and facilities, occupancy limits, building safety, health code compliance, emergency equipment, environmental regulation compliance, and parking and site design shall be complied with by the Property Owner/Applicant to the satisfaction of the Building Official, City Engineer, Deputy Development Services Director, Fire Marshal, and Public Works Services Director, or their respective designees. The changes to the existing facility may be subject to building permits after fully detailed plans have been submitted for plan check review and approval by the aforementioned City officials. 32. To the maximum extent permitted by law, the Applicant must defend, indemnify, and hold the City, any departments, agencies, divisions, boards, and/or commissions of the City, and its elected officials, officers, contractors serving as City officials, agents, employees, and attorneys of the City (“Indemnitees”) harmless from liability for damages and/or claims, actions, or proceedings for damages for personal injuries, including death, and claims for property damage, and with respect to all other actions and liabilities for damages caused or alleged to have been caused by reason of the Applicant’s activities in connection with TUP 25-22 (“Project”) on the Project site, and which may arise from the direct or indirect operations of the Applicant or those of the Applicant’s contractors, agents, tenants, employees or any other persons acting on Applicant’s behalf, which relate to the development and/or construction of the Project. This indemnity provision applies to all damages and claims, actions, or proceedings for damages, as described above, regardless of whether the City Pasadena Showcase House of Design Event Temporary Use Permit No. 25-22 December 16, 2025 Page 15 of 19 prepared, supplied, or approved the plans, specifications, or other documents for the Project. In the event of any legal action challenging the validity, applicability, or interpretation of any provision of this approval, or any other supporting document relating to the Project, the City will notify the Applicant of the claim, action, or proceedings and will cooperate in the defense of the matter. The Applicant must indemnify, defend and hold harmless the Indemnitees, and each of them, with respect to all liability, costs and expenses incurred by, and/or awarded against, the City or any of the Indemnitees in relation to such action. Within 15 days’ notice from the City of any such action, the Applicant shall provide to the City a cash deposit to cover legal fees, costs, and expenses incurred by City in connection with defense of any legal action in an initial amount to be reasonably determined by the City Attorney. The City may draw funds from the deposit for such fees, costs, and expenses. Within 5 business days of each and every notice from the City that the deposit has fallen below the initial amount, the Applicant shall replenish the deposit, each and every time, in order for City’s legal team to continue working on the matter. The City shall only refund to the Developer any unexpended funds from the deposit within 30 days of: (i) a final, non-appealable decision by a court of competent jurisdiction resolving the legal action; or (ii) full and complete settlement of legal action. The City shall have the right to select legal counsel of its choice. The parties hereby agree to cooperate in defending such action. The City will not voluntarily assist in any such third-party challenge(s). In consideration for approval of the Project, this condition shall remain in effect if the entitlement(s) related to this Project is rescinded or revoked, at the request of the Applicant or not. 33. Approval of TUP 25-22 shall not be of effect unless the Property Owner and the Applicant have executed and filed the Acceptance Form to indicate awareness and acceptance of these conditions of approval with the City on or before January 15, 2026. FINDINGS Pursuant to Development Code Section 9107.23.080, a Temporary Use Permit may be approved if all the following findings can be made. The operation of the requested temporary use at the location proposed, within the time period specified, and subject to appropriate conditions will not jeopardize, endanger, or otherwise constitute a menace to the public convenience, health, safety, or general welfare. Facts in Support of the Finding: The proposed location is well suited to support the Pasadena Showcase event, including tours, merchandise vendors, the restaurant, and all associated activities. The site will be secured with on- duty security guards during the move-in phase, the event itself, and move-out to ensure ongoing protection of attendees, staff, and nearby residents. In addition, the proposed site layout and the conditions of approval provide adequate circulation, parking management, and safety measures. With these public-safety and operational protocols in place, the temporary use is not expected to jeopardize or endanger public convenience, health, safety, or general welfare. 2. The proposed site is adequate in size and shape to accommodate the temporary use without material detriment to the use and enjoyment of other properties located adjacent to and in the vicinity of the site. Facts in Support of the Finding: The property is adequate in size to accommodate an event of this scale, including areas for food service and merchandise vendors. Guest arrivals will be distributed throughout the day, and no on-site parking will occur; instead, attendees will be transported to the site via shuttles from Santa Anita Park. The site is surrounded by mature landscaping, which provides noise mitigation and additional privacy for surrounding residences. Therefore, the site is adequate in size and shape to support the temporary use without creating adverse impacts on the neighboring properties. 3. The proposed site is adequately served by streets or highways having sufficient width and improvements to accommodate the kind and quantity of traffic that the temporary use will or could reasonably be expected to generate. Facts in Support of the Finding: The subject property is a residential property located on Foothill Boulevard. To minimize traffic impacts, guests will be Pasadena Showcase House of Design Event Temporary Use Permit No. 25-22 December 16, 2025 Page 17 of 19 transported to the site via 18 passenger mini shuttles. Foothill Boulevard provides sufficient roadway width to safely accommodate shuttle operations, since they will be staged on the property’s circular driveway as well as any emergency services vehicles that may need to access the property. 4. Adequate temporary parking to accommodate vehicular traffic to be generated by the temporary use will be available either onsite or at alternate locations acceptable to the Director. Facts in Support of the Finding: Parking for the proposed event will be provided offsite in Lot C5 of Santa Anita Park, which is accessed through Gate 3, off the intersection of Holly Avenue and Huntington Drive. Guests will be transported to and from the event site via complimentary shuttle service. The off-site parking supply is more than adequate to accommodate the visitors for the duration of the event. The location for the proposed temporary use would not adversely interfere with existing uses on the subject property and would not impede or adversely impact pedestrian access ways and/or vehicular circulation patterns. Facts in Support of the Finding: The event would not adversely interfere with the existing residential use of the property, as the residence will be temporarily leased by the Pasadena Showcase House for the Arts for the duration of the events and its setup. Minor site improvements will be implemented to support event operations and will not impede existing access or circulation. The property’s paved circular driveway provides adequate space for delivery and catering trucks to access the property without disrupting vehicular circulation on Foothill Boulevard, which is a major thoroughfare that accommodates large vehicles and high traffic levels every day. 6. The applicant agrees in writing to comply with any and all of the conditions imposed by the Review Authority in the approval of the Temporary Use Permit. PUBLIC COMMENTS/NOTICE Public hearing notices for this item were mailed on December 4, 2025, to the property owners within 300 feet of the subject site. As of December 12, 2025, staff did not receive any public comments on this Temporary Use Permit application. FISCAL IMPACT There is no significant fiscal impact expected as a result of this event. Some nominal revenue will be generated through business license fees and sales tax collected from the event. Additionally, all City services required for the event, such as Police and Fire Services, will be paid for by the Applicant.
