NOTICE OF PENDING DECISION IS HEREBY GIVEN that the owner of the subject property is
requesting a Major Administrative Modification to allow the conversion of an existing sunroom
into habitable area with no net change in floor area for the primary dwelling unit located on an R
-1 zoned lot including one additional legal nonconforming dwelling. You have the opportunity to
comment on the project described below prior to the City making a decision.
A. Categorical Exemption per Section 15301 from the California Environmental Quality
Act (CEQA) for an addition to an existing structure; and
B. Major Administrative Modification No. Major AM 26-02
Project Description: A modification request to allow the conversion of an existing 187-square-
foot sunroom into the habitable part of the primary dwelling located on a single-family zoned lot
with a nonconforming condition. The property is zoned R-1, Low Density Residential zone, and
includes one additional legal dwelling unit. As such, the property is classified as nonconforming
to the R-1 zone.
Lot Size: 15,450 square feet
Existing Building Size: Primary Dwelling: 1,486 sq. ft. / Secondary Dwelling: 1,058 sq. ft.
Floor Area Ratio Existing/Proposed (no change): 2,544 square feet (16.4%)
Floor Area Ratio Allowed: 7,098 square feet (45.9%)
Comment Period: February 5, 2026 to February 19, 2026, 5:30 p.m.
