SUBJECT: ACCEPT ALL WORK PERFORMED BY GENTRY BROTHERS, INC. FOR THE
SECOND AVENUE ARTERIAL PAVEMENT REHABILITATION PROJECT IN
THE AMOUNT OF $649,918.64
CEQA: Exempt
Recommendation: Approve
SUMMARY
On May 6, 2025, the City Council awarded a contract to Gentry Brothers, Inc. in the
amount of $616,826 for the Second Avenue Arterial Pavement Rehabilitation, with a
10% contingency. To complete the project, there were four (4) change orders totaling
$33,092.64, or approximately 6% of the original contract amount. Gentry Brothers,
Inc. has completed the project work to the City’s satisfaction, resulting in a final cost
of $649,918.64.
It is recommended that the City Council accept all work performed by Gentry
Brothers, Inc. for the Second Avenue Arterial Pavement Rehabilitation Project as
complete; and authorize the final payment to be made in accordance with the
contract documents.
BACKGROUND
As part of the City’s ongoing Pavement Management Program, Proposition C funding
is appropriated annually for arterial street rehabilitation projects. For this effort,
$2,000,000 was allocated for the rehabilitation of First Avenue from Huntington Drive
to Duarte Road, and for Second Avenue from Huntington Drive to Duarte Road.

The First Avenue and Second Avenue Arterial Pavement Rehabilitation was originally
planned to be bid and constructed as a single project. However, to enhance safety,
improve traffic flow, and better manage parking in key commercial areas along First
Avenue, additional traffic and parking studies were initiated. As a result, the project
was divided into two. The First Avenue Arterial Pavement Rehabilitation project will
be bid and constructed at a later date, following implementation of the study
recommendations.
The Second Avenue Arterial Pavement Rehabilitation project was advertised for bids
in February 2025, and Gentry Brothers, Inc. was determined to be the lowest
responsive bidder. On May 6, 2025, the City Council awarded a construction contract
to Gentry Brothers, Inc. in the amount of $616,826, plus a 10% contingency.
DISCUSSION
Construction began in June 2025 and was completed in October 2025, with final
survey monuments re-established in March 2026. A total of four (4) change orders
were issued during construction. Change order work included modifications to
signing and striping, water service and water meter repairs, traffic signal and fence
related work, and final quantity adjustments, resulting in a net increase of
$33,092.64.
The uncontrolled crosswalk at the intersection of Second Avenue and Bonita Street
was originally planned for removal as part of the project. Following public outreach,
the City received several requests to retain the crosswalk. In response, the crosswalk
was relocated slightly to the north and enhanced with additional safety measures.
Yellow ladder crosswalk markings and all-way stop signs were added at the
intersection to create a controlled crossing, improving pedestrian safety.
During demolition of the concrete sidewalk, the contractor encountered private
utilities, causing damage to a water service pipe and water meter. The contractor
repaired the water service pipe and water meter to prevent future conflicts.
Traffic signal loop detector work was included in the project at the intersection of
Huntington Drive and Second Avenue. During construction, additional traffic signal
loop detector modifications were made to improve traffic operations at the
intersection of Duarte Road and Second Avenue.

Additional vinyl fence work at Bonita Park was required along with a crosswalk and
new curb ramp at the new all-way stop intersection of Bonita Ave and Second
Avenue. The existing fence was modified to accommodate the walkway transition
from public right-of-way to private property.
Quantity adjustments included the increase and decrease of asphalt, concrete, water
meter, and traffic loop detection equipment.
As a result of the adjustments, the final amount is a net increase of $33,092.64, or
approximately 6% of the original contract amount. A summary of the construction
contract, including the change orders, are as follows:
Original Contract: $616,826.00
Change Order #1 (Signing and Striping) $3,878.40
Change Order #2 (Water Meter and Water Service) $4,295.26
Change Order #3 (Traffic Signal Loops and Fence) $41,383.98
Change Order #4 (Quantity Adjustments) ($16,465.00)
Final Total Contract: $649,918.64
ENVIRONMENTAL ANALYSIS
This project is Categorically Exempt per Section 15301(c) of the California
Environmental Quality Act (“CEQA”), which applies to the repair and maintenance of
existing highways, streets, sidewalks, and similar facilities. The First and Second
Avenue Arterial Pavement Rehabilitation project qualifies for this exemption because
it involves maintenance, upgrades, and minor modifications to existing infrastructure
with no expansion of use.
FISCAL IMPACT
The First Avenue and Second Avenue Arterial Pavement Rehabilitation project was
budgeted in the Fiscal Year 2022-23 Capital Improvement Program, for a total of
$2,000,000 in Proposition C funds. The design contract with HR Green Pacific, Inc.
expended $136,790.20. The total construction cost of the Second Avenue Arterial
Pavement Rehabilitation is $649,918.64.

Sufficient funds remain within the project budget to cover the final construction cost,
with the remaining balance to be used for the First Avenue Arterial Pavement
Rehabilitation.
RECOMMENDATION
It is recommended that the City Council determine this project is categorically
exempt under the California Environmental Quality Act (“CEQA”); and accept all work
performed by Gentry Brothers, Inc. for the Second Avenue Arterial Pavement
Rehabilitation Project as complete; and authorize the final payment to be made in
accordance with the contract documents.
