A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, AMENDING THE FISCAL YEAR 2025-26 CAPITAL
IMPROVEMNET PROGRAM BUDGET, AUTHORIZING A SUPPLEMENTAL
BUDGET APPROPRIATION FOR THE SCADA SYSTEM REPLACEMENT
PROJECT IN THE AMOUNT OF $163,195, OFFSET BY A REDUCTION IN THE
WATER FUND
WHEREAS, the Public Works Services Department ("Department") operates a
complex water production and distribution system that requires continuous
monitoring and automated control to ensure safe and reliable service to the
community; and
WHEREAS, the Department utilizes the SCADA system for real-time monitoring,
alarm management, data logging, and automated control of the City's water
infrastructure; and
WHERAS, the existing SCADA system is built on an antiquated platform that is
increasingly difficult to maintain and is no longer widely used in the industry; and
WHEREAS, the existing SCADA system must be replaced with a modern, widely
adopted SCADA solution; and
WHEREAS, the Fiscal Year 2025-26 Capital Improvement Program provides
$1,000,000 for the replacement of the City of Arcadia's SCADA system.

WHEREAS, the Department solicited proposals for the SCADA System
Replacement Project in accordance with City Council Resolution No. 7483, and four
proposals were received and evaluated; and
WHEREAS, Morrow -Meadows Co. was determined to be the most qualified
firm to provide the complete scope of services for the SCADA System Replacement
Project; and
WHEREAS, the total cost for the SCADA System Replacement Project is $1,057,450,
and a standard 10% contingency or $105,745 is recommended to cover potential
unforeseen costs or circumstances; and
WHEREAS, a supplemental budget appropriation in the amount of $163,195 is
necessary, offset by a reduction in the Water Fund.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
DOES FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. The sum of one hundred sixty-three thousand one hundred
ninety-five ($163,195) is hereby appropriated, to the Fiscal Year 2025-26 Capital
Improvement Program Budget for the SCADA System Replacement Project.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
