This letter is to provide responses to the Planning Commission Administrative Modification No. PC AM 25-05 letter dated
January 20, 2026 for your review of The Arcadia Hub Shopping Center. Our responses and applicable revisions to the
Master Parking Study Update have been made as follows:
Response to Comments from Planning or other Departments:
1. The number of parking spaces per zone and the total for the center are slightly different from the previous studies.
The total number of parking spaces in the center went from 1142 to 1140. Please confirm the total number of spaces
in the center and determine if spaces have been lost since the previous parking study was completed.
Response: The plan set indicates a total of 1142 parking spaces in the center. There is a discrepancy in Area A in
the northwest corner of the area and east supply of parking spaces, as shown in Figure 1. In the northwest corner,
a singular parking space is indicated in the plan set, but in the aerial from April 2019 this space has been replaced
with a trash receptacle. The parking supply adjacent to the east storefronts on the plan set is shown as 13 spa ces,
however, upon counting the existing spaces from April 2019 and checking on Google Streetview 2024 there are
only 12 spaces.

2. A parking modification and associated analysis for the L.A. Fitness Health Club Conditional Use Permit (CUP 07 -07)
included the requirement that 37 parking spaces facing the store frontage shall be restricted to 45 - minute parking,
and that is to be written on the parking spaces to indicate the restriction. See attached for the staff report and
resolution. Over time, these markings seem to worn away. Please include this requirement in the parking study,
noting the time restriction, and incorporate any changes to the parking analysis due to this requirement.
Response: The parking modification and associated analysis requirements for the L.A. Fitness Health Club
Conditional Use Permit (CUP 07-07) have been incorporated into our Master Parking Study Update.

3. The following other minor errors and updates are noted:
a) Section 2.2 Existing Parking Supply - A typo in the first sentence, should be "provided".
b) Section 2.3.1 Weekday Parking Demand - The bullets on page 8 identify the peak hour of parking occupancy for
each weekday, but the second bullet miss-stated Tuesday, it should state "peaks at 7:00 PM".
c) Section 4.1.3 Pending Use Parking Demand - a sentence should be added to clarify the status of the impact of the
new demand of eight spaces. For example "With the addition of the eight spaces required for the new use, the excess
parking supply of 192 spaces would be reduced to 184 spaces."
d) Table 14 – Iti is suggested that an additional row be added to the "new Restaurant Use" section after the
“Available Spaces" row to be titled "Additional Demand to 90% occupancy”. This will clearly reflect the above
comment.
e) Section 4.2 typo in the first sentence: it says "was" but should be "were".
Response: All following minor errors and updates were reviewed and revised in the Master Parking Study Update.
