I. The meeting was called to order at 6:30 PM ARB Members: Philip Chan (reclused) Ernie Boehr (absent) Mindy Huang (reclused)
Greg Medeiros- Chair Lou Pappas Rick Fricke II. Review of Tear Down and Construction of New Two Story SFR at 416 Catalpa Rd. Applicant: Philip Chan, PDS Studio Inc. (present) Owner: Brian Chang (present) Public: None
Plan Presentation: The applicant is proposing to demolish an existing one story 2,923 square foot (SF)
single family residence (SFR) and construct a new 4,420 (SF) two- story SFR. The applicant described that the plan was revised to: 1) remove the basement, 2) reduce hardscape and increase the use of pavers, 3) use a solid wood garage door, 4) add perimeter hedges, 5) upsize olive tree, 6) consistently apply window grids, 7) majority of roof massing 24’ 6” and 8) increase building square footage by 492 SF and
lot coverage by 458 SF. The applicant indicated that some of these changes were not reflected on the
most recent plans, but this would be corrected. The F.A.R is still approximately 100 SF below the maximum allowed F.A.R. Public Comments: None
Summary of ARB Comments: The ARB was pleased with the removal of the basement, however there were still concerns regarding the building size, mass and scale relative to other homes on Catalpa Road. The ARB asked the applicant to consider reducing the square footage of the second floor and the size of some of the room on the first floor.
The ARB pointed out that the landscape plan was not consistent with the revised site plan design. On a motion by Lou Pappas, seconded by Rick Fricke the item was continued to Wednesday, June
24, 2026. Motion approved 3-0.
III. March 19, 2026 Meeting Minutes approved 3-0
