Property Owner(s) Name: Brian Chang Project Description: Demolish an existing one-story single-family residence (SFR) and construct a new 4,123 square foot (SF) two- story SFR with a detached two car garage on a 12,367 SF lot. The plan includes landscaping improvements to the front and rear yard. FINDINGS Only check those that are apply and provide a written explanation for each The proposed project is consistent with the Site Planning Principles and Neighborhood Context Guidelines. Explanation: The building footprint either meets or exceeds required setbacks. This is especially true along the south side yard. The proposed project is consistent with the Forms and Mass Guidelines. Explanation: The building mass was reduced during the Hearing process. The second-floor square footage was reduced which allowed the second story to be narrowed creating more roof area and a less boxing side elevation. The proposed project is consistent with the Frontage Conditions Guidelines. Explanation: Is compatible with the existing on-site relationship to the street. The proposed project is consistent with the Garages and Driveways Guidelines. Explanation: The detached two car garage is proposed in the rear of the lot. The driveway width was narrowed and the scored concrete originally proposed was replaced with pavers. The proposed project is consistent with the Architectural Styles Guidelines. The proposed project is consistent with the Height, Bulk, and Scale Guidelines. Explanation: The building height was reduced to 25’ 8”. However, the majority of the roof massing is 24’ 6” The proposed project is consistent with the Roofline Guidelines. Explanation: The roof plan including overhang, color, and material are consistent with the chosen architectural style. . The proposed project is consistent with the Entries Guidelines. Explanation: The front entry provides an inviting entrance. The proposed project is consistent with the Windows and Doors Guidelines. Explanation: The building facades are well articulated with window and door types complementary of the architectural style. Window grids are consistently applied in all elevations. The proposed project is consistent with the Articulation Guidelines. Explanation: The design avoids large expanses of wall plane. The proposed project is consistent with the Facade Details Guidelines. Explanation: Façade details are consistently applied with appropriate detailing. The proposed project is consistent with the Colors and Materials Guidelines. Explanation: The design utilizes quality materials. The project will use natural stone, Cedarlite roofing tiles, a solid wood garage door and wood clad simulated divided lite windows. Explanation: Lighting fixtures are consistent with the architectural style. Light fixtures were positioned to limit spillover light on neighboring properties The proposed project  is,  is not consistent with the Additions, Alterations, and Accessory Buildings/Structures Guidelines. Explanation: NA The proposed project is consistent with the Fences, Walls, Gates, and Hedges Guidelines. Explanation: Hedges will be planted along side and rear yard property lines to provide privacy for the owner and neighbors. Plants were upsized to 24” box The proposed project is consistent with the Impervious Coverage and Landscape Areas Guidelines. Explanation: Pavers are used for the entire driveway and other hardscape areas to reduce surface runoff. ACTION Pursuant to City’s Development Code Section 9107.20.050, a Site Plan and Design Review in the Homeowners Association Areas may be approved only if it is found that the proposed development is consistent with the City’s adopted Design Guidelines. APPROVED X CONDITIONALLY APPROVED  DENIED Date of ARB Meeting: JUNE 24, 2026. Ranch Santa Anita Residents’ Association ARCHITECTURAL REVIEW BOARD Findings and Action Report -4- ARB Members Rendering the Above Decision: AYES: Boehr, Fricke, Pappas and Medeiros NOES: None Reclused: Chan and Huang Conditions of Approval: 1) New 6’ CMU perimeter wall along the north and south property line shall comply with Figure 3-7, Fence Height Measurement, page 3-16 of the City of Arcadia Development Code. If necessary, the bottom portion of the wall will be engineered as a retaining wall. 2) The size of the multi-trunk olive tree will be a specimen tree / field grown. Once tagged, a photo including the dimensions of the tree will be sent to the ARB Chair for final sign off before planting. Reason for Denial: There is a ten (10) day appeal period for this application. To file an appeal, a completed Appeal Application form must be submitted to the Planning Services Division on the EDGE Portal at ArcadiaCA.gov/EDGE. The application fee is $772.00 and must be submitted by 5:30 p.m. on July 6, 2026. You will be notified if an appeal is filed. Approved designs shall expire in one year (July 7, 2027) from the effective date unless plans are submitted to Building Services for plan-check, a building permit is issued and the construction is diligently pursued, a certificate of occupancy has been issued, or the approval is renewed. The final plans must be consistent with the approved design concept plans and any conditions of approval. Any inconsistency from the approved design concept plans may preclude the issuance of a building permit. An extension may be granted by the ARB or designee, or the Review Authority that approved the project for a maximum period of one (1) year from the initial expiration date. An extension can only be granted if the required findings can be made. Please note that acceptance of an extension request does not indicate approval of an extension.
