FOR THE CENTENNIAL WAY TRAFFIC SIGNAL IMPROVEMENTS PROJECT IN THE AMOUNT OF $719,065, WITH A 10% CONTINGENCY CEQA: Exempt Recommendation: Approve SUMMARY The Fiscal Year 2024–25 Capital Improvement Program (“CIP”) Budget includes funding for the Centennial Way Traffic Signal Improvements Project, which will convert the existing unsignalized intersections at Centennial Way with eastbound and westbound Huntington Drive into fully signalized intersections. The project includes the installation of Advanced Traffic Controller (“ATC”) cabinets, traffic signal poles, vehicular and pedestrian signal heads, pedestrian push buttons, conduits, pull boxes, Closed-Circuit Television (“CCTV”) and video detection cameras, loop detectors, and related traffic signal infrastructure to enhance public safety and improve traffic operations along the Huntington Drive corridor. A formal competitive bidding process was conducted to obtain the most responsive and cost-effective proposal, and DBX Inc. was determined to be the lowest responsive and responsible bidder. It is recommended that the City Council approve, authorize, and direct the City Manager to execute a contract with DBX Inc. for the Centennial Way Traffic Signal Improvements Project in the amount of $719,065 and authorize a construction contingency in the amount of 10%. Centennial Way Traffic Signal Improvements Project August 18, 2026 Page 2 of 4 BACKGROUND The Centennial Way and El Monte Avenue Traffic Signal Improvements Project is included in the City’s adopted CIP and was programmed in Fiscal Year 2024–25 to improve safety, reduce vehicle delay, and enhance traffic operations at four existing unsignalized intersections. Due to increasing vehicle, pedestrian, and bicycle volumes, these intersections were identified in the City’s 2016 Traffic Impact Fee Report as approaching the thresholds for signalization. Traffic engineering studies subsequently determined that each of the following intersections satisfies at least one signal warrant established by the California Manual on Uniform Traffic Control Devices (“CA MUTCD”): • Centennial Way at Eastbound Huntington Drive • Centennial Way at Westbound Huntington Drive • El Monte Avenue at Duarte Road • El Monte Avenue at Campus Drive To optimize project delivery, funding, and construction sequencing, the overall project has been divided into two phases, with the Centennial Way traffic signal improvements proceeding first. This phase includes the installation of new traffic signals, roadway improvements, and Americans with Disabilities Act (“ADA”) accessibility upgrades at the intersections of Centennial Way with eastbound and westbound Huntington Drive. These intersections provide critical access to regional destinations, including Santa Anita Park, Arcadia City Hall, the Arcadia Police Department, and USC Arcadia Hospital. The second phase, consisting of traffic signal improvements at El Monte Avenue and Duarte Road and El Monte Avenue and Campus Drive, is scheduled to begin next summer following completion of the Arcadia Unified School District's ongoing construction activities. Sequencing the work in this manner will minimize disruptions to Arcadia High School students, parents, faculty, and daily school traffic while improving overall construction efficiency. Advancing the Centennial Way improvements at this time is particularly important as Santa Anita Park has been designated as the venue for equestrian events during the 2028 Summer Olympic Games. Completing these improvements will enhance traffic operations and safety for current travel demand, accommodate anticipated Centennial Way Traffic Signal Improvements Project August 18, 2026 Page 3 of 4 increases in traffic during the Olympic Games, and support future growth. The project will improve circulation, enhance access for residents, visitors, and emergency responders, and provide long-term mobility and operational benefits to the community. DISCUSSION In accordance with City Council Resolution No. 7483, a Notice Inviting Bids was published and bid documents were made available to qualified contractors specializing in this type of work. On July 2, 2026, the City Clerk received six sealed bids, which were opened and publicly read. The bid results are summarized below: Rank CONTRACTOR Location AMOUNT 1. DBX Inc. Temecula $ 719,065 2. Norwalk $ 946,832 All bid proposals were reviewed for responsiveness, and the qualifications, experience, and recent project history of the apparent low bidder were evaluated. Based on this review, DBX Inc. has been determined to be the lowest responsive and responsible bidder. The firm has successfully completed similar traffic signal improvement projects for several public agencies, including the Cities of Monrovia, El Centro, El Cajon, Oceanside, and Desert Hot Springs, demonstrating the experience and qualifications necessary to successfully complete the proposed work. ENVIRONMENTAL ANALYSIS The proposed project is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Sections 15301 (Class 1 – Existing Facilities), 15302 (Class 2 – Replacement or Reconstruction), and 15303 (Class 3 – New Construction or Conversion of Small Structures). The project consists of improvements to existing roadway facilities, including the replacement and installation of traffic signal infrastructure and related appurtenances, without expanding the existing use or capacity of the roadway. Centennial Way Traffic Signal Improvements Project August 18, 2026 Page 4 of 4 FISCAL IMPACT A total of $1,200,000 was appropriated in the Fiscal Year 2024–25 CIP Budget for the Centennial Way and El Monte Avenue Traffic Signal Improvements Project. To minimize project costs and mitigate anticipated long lead times for specialized equipment, the City procured traffic signal cabinets, poles and mast arms, and Intelligent Transportation Systems (“ITS”) equipment under a separate Purchase Order. In addition, curb ramp design services have been completed. Total project expenditures to date are $264,796.77, leaving an available balance of $935,203.23. The contract amount for the Centennial Way Traffic Signal Improvements Project is $719,065. Including the recommended 10% construction contingency, the total authorized amount would be $790,971.50. Sufficient funds are available to support the contract award and contingency. An additional funding appropriation for the second phase of this project will be requested when the second phase of the project is awarded. RECOMMENDATION It is recommended that the City Council determine that this project is exempt under the California Environmental Quality Act (“CEQA”); and approve, authorize, and direct the City Manager to execute a contract with DBX Inc. for the Centennial Way Traffic Signal Improvements Project in the amount of $719,065, with a 10% contingency. Attachments: Exhibit “A” – Project Location Map Proposed Contract CITY OF ARCADIA CENTENNIAL WAY TRAFFIC SIGNAL IMPROVEMENTS PROJECT NO. 41852625 BETWEEN CITY OF ARCADIA AND DBX, INC. CONTRACT CONTRACT This CONTRACT, No. ________ is made and entered into this ____ day of _________________, 2026, by and between City of Arcadia, sometimes hereinafter called “City,” and DBX, INC., sometimes hereinafter called “Contractor.” WITNESSETH: That the parties hereto have mutually covenanted and agreed, and by these presents do covenant and agree with each other as follows: a. SCOPE OF WORK. The Contractor shall perform all Work within the time stipulated in the Contract, and shall provide all labor, materials, equipment, tools, utility services, and transportation to complete all of the Work required in strict compliance with the Contract Documents as specified in Article 5, below, for the following Project: CENTENNIAL WAY TRAFFIC SIGNAL IMPROVEMENTS / PROJECT NO. 41852625 The Contractor and its surety shall be liable to the City for any damages arising as a result of the Contractor’s failure to comply with this obligation. b. TIME FOR COMPLETION. Time is of the essence in the performance of the Work. The Work shall be commenced on the date stated in the City’s Notice to Proceed. The Contractor shall complete all Work required by the Contract Documents within 120 calendar days from the commencement date stated in the Notice to Proceed. By its signature hereunder, Contractor agrees the time for completion set forth above is adequate and reasonable to complete the Work. c. CONTRACT PRICE. The City shall pay to the Contractor as full compensation for the performance of the Contract, subject to any additions or deductions as provided in the Contract Documents, and including all applicable taxes and costs, the sum of SEVEN HUNDRED NINETEEN THOUSAND, SIXTY-FIVE DOLLARS AND NO CENTS ($719,065.00). Payment shall be made as set forth in the General Conditions. d. LIQUIDATED DAMAGES. In accordance with Government Code section 53069.85, it is agreed that the Contractor will pay the City the sum set forth in Section 00 73 13, Article 1.11 for each and every calendar day of delay beyond the time prescribed in the Contract Documents for finishing the Work, as Liquidated Damages and not as a penalty or forfeiture. In the event this is not paid, the Contractor agrees the City may deduct that amount from any money due or that may become due the Contractor under the Contract. This Article does not exclude recovery of other damages specified in the Contract Documents. e. COMPONENT PARTS OF THE CONTRACT. All of the Contract Documents are intended to be complementary. Work required by one of the Contract Documents and not by others shall be done as if required by all. This Contract shall supersede any prior agreement of the parties. f. PROVISIONS REQUIRED BY LAW AND CONTRACTOR COMPLIANCE. Each and every provision of law required to be included in these Contract Documents shall be deemed to be included in these Contract Documents. The Contractor shall comply with all requirements of applicable federal, state and local laws, rules and regulations, including, but not limited to, the provisions of the California Labor Code and California Public Contract Code which are applicable to this Work. g. INDEMNIFICATION. Contractor shall provide indemnification and defense as set forth in the General Conditions. h. PREVAILING WAGES. Contractor shall be required to pay the prevailing rate of wages in accordance with the Labor Code which such rates shall be made available at the City’s Administrative Office or may be obtained online at http://www.dir.ca.gov and which must be posted at the job site.
