SUBJECT: ACCEPT ALL WORK PERFORMED BY KYA SERVICES, LLC FOR THE FIRE
STATION 105 BOILER REPLACEMENT PROJECT AS COMPLETE
CEQA: Exempt
Recommendation: Approve
SUMMARY
On March 3, 2026, the City Council approved a contract with KYA Services, LLC in the
amount of $56,920.25 for the Fire Station 105 Boiler Replacement Project. The project
has been completed in accordance with the contract terms and conditions and to the
satisfaction of the Project Manager, for a total cost of $56,920.25.
It is recommended that the City Council accept the Fire Station 105 Boiler
Replacement Project as complete and authorize final payment to KYA Services, LLC
in accordance with the contract documents, subject to the retention of $2,846.01.
BACKGROUND
The boiler at Fire Station 105 provides heating for the facility and operates
continuously under heavy demand. After nearly 20 years of service, the boiler
reached the end of its useful life. In recent years, the unit experienced frequent
failures requiring repairs, including economizer failures, actuator adjustments,
repeated control board reprogramming and calibration, and repairs to multiple
internal leaks. These recurring issues resulted in significant downtime, unreliable
heating, and increased maintenance costs due to frequent service calls.

DISCUSSION
On March 3, 2026, the City Council approved a contract with KYA Services, LLC for the
Fire Station 105 Boiler Replacement Project.
The project included the removal and disposal of the existing boiler, installation of a
new energy-efficient boiler, integration with the existing building control system, and
verification of the control sequence to ensure safe startup, operation, and shutdown.
The new boiler provides reliable, consistent heating for Fire Station 105 while
improving energy efficiency and reducing operating costs through lower fuel
consumption.
KYA Services, LLC completed the work in accordance with the contract documents,
project plans, and specifications. The Project Manager verified that the work was
completed to the City's satisfaction and that all contract requirements have been
fulfilled.
ENVIRONMENTAL ANALYSIS
The project is categorically exempt from the California Environmental Quality Act
("CEQA") pursuant to CEQA Guidelines Section 15301(a), Class 1 ("Existing Facilities"),
which applies to the minor alteration of existing public facilities.
FISCAL IMPACT
The Fiscal Year 2024-25 Capital Improvement Program included $100,000 for the Fire
Station 105 Boiler Replacement Project. On March 3, 2026, the City Council awarded
a contract to KYA Services, LLC in the amount of $56,920.25. The final project cost is
$56,920.25. The project was completed without change orders and within the
approved contract amount.
RECOMMENDATION
It is recommended that the City Council determine that this project is exempt under
the California Environmental Quality Act ("CEQA"); and accept all work performed by
KYA Services, LLC for the Fire Station 105 Boiler Replacement Project as complete
and authorize a final payment in accordance with the contract documents, subject to
the retention of $2,846.01.
