INT’L INC. FOR THE PEACOCK FOUNTAIN RESURFACING PROJECT AS
COMPLETE
CEQA: Exempt
Recommendation: Approve
SUMMARY
On March 3, 2026, the City Council approved a contract with Horizons Construction
Co. Int’l Inc. in the amount of $57,649.29 for the Peacock Fountain Resurfacing
Project. All terms and conditions of the contract have been satisfied, and the work
has been completed to the satisfaction of the Project Manager. The total project cost
is $57,649.29.
It is recommended that the City Council accept all work performed by Horizons
Construction Co. Int’l Inc. for the Peacock Fountain Resurfacing Project as complete
and authorize the final payment to be made in accordance with the contract
documents, subject to the retention of $5,764.93.
BACKGROUND
The Public Works Services Department is responsible for the ongoing maintenance
and repair of the Peacock Fountain, located in the northeast corner of Arcadia County
Park. The fountain features a large bronze peacock situated in the center of a
concrete basin, adorned with a decorative mosaic of glass tiles depicting flowers,
petals, and leaves against a blue background.

Prior to the project, the interior of the concrete basin had deteriorated significantly,
exhibiting numerous cracks, broken nozzles, and chipped coatings. These conditions
were attributed to vandalism, age, and general deterioration. The resulting damage
allowed water to seep into the hollow interior space housing the fountain’s plumbing,
placing additional stress on the structural integrity of the fountain. Continued water
intrusion also contributed to cracking along the exterior of the basin and
deterioration of the decorative glass tile mosaic.
To preserve the structural integrity of the Peacock Fountain and prevent further
deterioration of the exterior glass tile mosaic, a comprehensive resurfacing of the
interior basin was necessary. The project was undertaken to address the existing
deficiencies, mitigate water intrusion, and extend the service life of this significant
park amenity.
DISCUSSION
On March 3, 2026, the City Council approved a contract with Horizons Construction
Co. Int’l Inc. for the Peacock Fountain Resurfacing Project. The project included
removal of the deteriorated waterproofing from the interior of the basin, repairing
damaged concrete, and the sealing of cracks. The basin was subsequently
resurfaced, and the fountain’s water features were temporarily removed and
reinstalled upon completion of the resurfacing work. Two coats of waterproofing and
a protective topcoat were applied to enhance the basin’s durability and provide long-
term protection.
As part of the project, fifteen fountain nozzles were removed and replaced to
improve the functionality and performance of the water features. The completed
improvements will help extend the service life of the Peacock Fountain while
preserving the appearance and integrity of its exterior glass tile mosaic. With the
resurfacing work complete, the Peacock Fountain is now ready to be placed back into
operation.
All terms and conditions of the contract have been satisfied, and the work has been
completed to the satisfaction of the Project Manager. Horizons Construction Co. Int’l
Inc. completed the work in accordance with the approved project plans and
specifications, in an efficient and timely manner.

ENVIRONMENTAL ANALYSIS
The City Council previously determined that this project qualifies for a Class 1
exemption under Section 15301(a), “Existing Facilities,” of the California
Environmental Quality Act (“CEQA”). The exemption applies to projects involving the
minor alteration of existing public structures where there is no expansion of existing
use. As the Peacock Fountain Resurfacing Project consists of the repair and
resurfacing of an existing public facility, the project is exempt from CEQA pursuant
to Section 15301(a).
FISCAL IMPACT
The City Council approved an appropriation of $63,414.22 on March 3, 2026, for this
project. The total project cost for the Peacock Fountain Resurfacing Project was
$57,649.29. The project was completed within the original contract amount and
required no change orders or contract adjustments.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Horizons
Construction Co. Int’l Inc. for the Peacock Fountain Resurfacing Project as complete
and authorize the final payment to be made in accordance with the contract
documents, subject to the retention of $5,764.93.
