A. Categorical Exemption from CEQA Pursuant to Section 15301(a) of the CEQA Guidelines pertaining to the use of an existing facility; and
B. Conditional Use Permit Application No. CUP 26-03 (Amending CUP 19-07)
Project Description: The Applicant is requesting approval of a Conditional Use Permit amendment for an existing indoor entertainment facility located at 1020 S. Baldwin Avenue (dba: EXP Barcadia) to include children’s play activities. The proposed changes include adding a large children's play area, a separate toddler play area, and three (3) private party rooms that may be combined into a single larger event space. The project also includes the reduction of the existing bar area, removal of an existing computer game room, and other minor interior reconfigurations. The facility will continue to offer a maximum of 44 arcade game machines and food service. No expansion of the building is proposed. Operating hours for the indoor entertainment use will be 10:00 a.m. to 10:00 p.m., seven (7) days per week. The property's existing karaoke use will remain unchanged. It consists of eight (8) private karaoke rooms operating from 2:30 p.m. to 2:00 a.m., seven days per week.
