PUBLIC WORKS SERVICES DEPARTMENT
DATE: October 6, 2026
TO: Honorable Mayor and City Council
FROM: Paul Cranmer, Assistant City Manager/Public Works Services Director
By: Ryan Huey, Associate Civil Engineer
SUBJECT: CONTRACT WITH ILB ELECTRIC FOR THE TRAFFIC SIGNAL UPGRADES
AND FIBER NETWORK EXTENSIONS PROJECT IN THE AMOUNT OF
$709,478, WITH A 10% CONTINGENCY
CEQA: Exempt
Recommendation: Approve
SUMMARY
The Public Works Services Department (“PWSD”) is responsible for the operation and
maintenance of the traffic signal, electrical, and fiber optic network infrastructure.
The PWSD is preparing to conduct traffic signal upgrades and fiber network
extensions to replace outdated equipment and address system inefficiencies. To
ensure that the City is receiving the most competitive price and quality service for
this work, a formal bid process was undertaken. Following the competitive bidding
process, Elecnor Belco Electric, Inc. submitted the lowest responsive bid. Within five
working days after the bid opening, Elecnor Belco Electric, Inc. formally withdrew
their low bid. As a result of the bid withdrawal, ILB Electric, is the next lowest
responsive bidder.
It is recommended that the City Council approve, authorize, and direct the City
Manager to execute a contract with ILB Electric for the Traffic Signal Upgrades and
Fiber Network Extensions Project in the amount of $709,478, with a 10% contingency.
BACKGROUND
In 2004, the City of Arcadia completed an Intelligent Transportation Systems (“ITS”)
Master Plan to establish a short- and long-range traffic management program with
Traffic Signal Upgrades and Fiber Network Extensions Project

ITS integration. The ITS Master Plan was developed with the goal of improving the
City’s traffic flow management, signal system control and operations, incident
management, signal system optimization, and traffic data collection. Over the years,
the City has prioritized and implemented elements of the ITS Master Plan through
various Capital Improvement Program projects. As part of these efforts, the Traffic
Signal Upgrades and Fiber Network Extensions Project will include the following
improvements:
• Traffic signal upgrades at Baldwin Avenue and Las Tunas Drive
• Fiber network extensions for traffic signal communication along Las Tunas
Drive from Baldwin Avenue to El Monte Avenue
• Fiber network extensions for lighting communication along Huntington Drive
from Santa Clara Street to Second Avenue
The improvements include the installation of new traffic signal poles, vehicle heads,
pedestrian heads, pedestrian push buttons, pull boxes, loop detectors, CCTV and
video detection cameras, conduit, wiring, fiber optic cable, and other traffic signal
related equipment. The traffic signal upgrades will replace outdated equipment with
new equipment to improve reliability, pedestrian safety, and extend its service life.
Additionally, fiber optic cable is an important component of the City’s public
infrastructure systems, supporting communication between City staff and field
equipment. The proposed fiber network extensions will improve system connectivity
and allow City staff to remotely monitor and address unexpected issues, reducing
system downtime and improving operational efficiency.
DISCUSSION
A Notice Inviting Bids was published in accordance with City Council Resolution No.
7483, and bid packages were provided to contractors that perform this type of work.
On August 27, 2026, the City Clerk received eight bids with the following results:
Rank CONTRACTOR Location AMOUNT
1. Elecnor Belco Electric, Inc. Chino $678,592.00*
2. ILB Electric Corona $709,478.00
3. Alfaro Communications Construction, Inc. Compton $729,574.20
4. California Professional Engineering, Inc. La Puente $756,192.00

6. Select Electric, Inc. Anaheim $775,000.00
7. PTM General Engineering Services, Inc. Riverside $800,880.00
8. DBX Inc. Temecula $837,888.00
*Elecnor Belco Electric, Inc. withdrew their bid due to a clerical error.
All bid documents were reviewed for content, and the contractor’s background and
recent projects were investigated. During the evaluation of the bids, Elecnor Belco
Electric, Inc. withdrew their bid due to a clerical error. As a result, ILB Electric was
determined to be the lowest responsive bidder. ILB Electric has successfully
completed similar traffic signal and electrical projects for other local and state
agencies.
ENVIRONMENTAL ANALYSIS
This project is categorically exempt pursuant to the California Environmental Quality
Act ("CEQA") under Section 15301 (Class 1: Existing Facilities), Section 15302 (Class 2:
Replacement or Reconstruction), and Section 15303 (Class 3: New Construction or
Conversion of Small Structures), as the project involves the replacement of existing
facilities, and limited installation of new, small structures related to the traffic signal,
fiber optic, and electrical system, with no expansion of use.
FISCAL IMPACT
A portion of Measure M Funds in the amount of $300,000 have been budgeted in the
Fiscal Year 2022-23 Capital Improvement Program for the Live Oak Avenue and Las
Tunas Drive Corridor Traffic Signal Improvements. Measure M Funds in the amount
of $500,000 have been budgeted in the Fiscal Year 2025-26 Capital Improvement
Program for the Fiber Network Extension – Huntington Drive and Las Tunas Drive
Project. The total cost for this project is $709,478, and a 10% contingency would bring
the total cost to $780,425.80, which is within the budgeted amounts.
RECOMMENDATION
It is recommended that the City Council determine that this project is categorically
exempt under the California Environmental Quality Act (“CEQA”); and approve,
